Subject: Stormwater Monitoring
Southern Metals Company
Dear Michael Helbein:
On January 17, 2023, Michael Schley of Charlotte-Mecklenburg Storm Water Services (CMSWS) sampled
stormwater runoff from the subject facility located at 2200 Donald Ross Road in Charlotte, North Carolina. The
monitoring was conducted under authority granted by Charlotte City Code Chapter 18, Section 18-82.
The monitoring was also conducted as part of a cooperative working agreement between Mecklenburg County
and the North Carolina Department of Environmental Quality (NCDEQ) – Division of Energy, Mineral and Land
Resources (DEMLR). NCDEQ – DEMLR has been copied on this report and made aware of monitoring results
regarding the facility’s NPDES permit.
Total rainfall during the rain event in which samples were collected at your facility was 0.20”. Rainfall data was
reported by the United States Geologic Survey (USGS) real-time station CRN-11 (Rain Gauge at Fire Station 10).
CMSWS sampled stormwater runoff from Outfall #001. A summary table of results is attached to this report.
Please see the attached table for more information on your monitoring results. CMSWS analyzed the monitoring
results from your facility by comparing them to Storm Water Permit benchmark parameters as well as to local
and state stream standards (CMSWS Action Levels and North Carolina Water Quality Standards). The results
indicate elevated levels of Total Suspended Solids (TSS), Copper, Zinc, Lead and COD in the facility’s
stormwater runoff. Since the stormwater sample was not collected from a stream, the local and state surface
water quality standards do not apply however, the results indicate the potential for polluted runoff from the
facility to negatively impact the receiving stream.
Based on this analysis, and under authority of the City of Charlotte Storm Water Pollution Control Ordinance,
CMSWS is requiring Southern Metals Company to evaluate current outdoor processes, material storage
practices and overall housekeeping at your facility. Within 30 days of receiving this letter, submit a written
response to CMSWS (Michael.Schley@mecknc.gov) which includes both short-term and long-term actions to
be taken in an effort to reduce these elevated pollutant concentrations.

Yellow indicates exceedance of Permit Benchmark Value or a CMSWS Action Level. NC Water Quality
In Stream Standards are also shown as a reference.
*Monitoring data collected during this event is based on total recoverable metals.
The values for the Industrial Stormwater Permits Discharge Benchmarks and CMSWS Action Levels are
also based on total recoverable metals. The NC Water Quality Standard for in -stream is based on dissolved
metals with an assumed in -stream hardness value of 25 mg/L.
