The property has a 3-bedroom house with a proposed flow of 360 GPD (120 GPD per bedroom). The property has an existing, single pass sand filter system which is discharging to an unnamed tributary on a neighboring property. The system has never been permitted by DWR and the Durham County Health Department has determined that the original septic system has been compromised and a repair permit cannot be issued. Along with the installation of the new E-Z Pod treatment system, the wastewater will be piped to the unnamed tributary on the neighboring property (6418 Whitt Road). The applicants have acquired an easement from the owners of the neighboring property for the discharge as it would be hydrologic trespass. Proposed Improvements and Construction The existing system will be replaced with the following treatment system: • Septic tank • E-Z Recirculation tank • E-Z Treatment Unit • UV disinfection • Recirculation tank • Discharge piping Fact Sheet for New Permit/COC Nov 2022 — NPDES Permit NCG551786 - Page 1 Regional Office Staff Report A staff report was completed by Jane Bernard (RRO) on October 3, 2022. The report notes that the unnamed tributary has been utilized by multiple (8+) other neighboring properties for their permitted SFR discharge systems. As this is a pre-existing discharge system that will be upgraded, RRO does not object to the issuance of this permit. Alternatives Summary (EAA): • Connection to sewer system o Sewer not currently available for applicant's property. Closest existing sewer is the City of Durham and is stated as being 8,400 linear feet away. EAA estimates the sewer connection would cost approximately $831,600.00. • Ground (subsurface) Adsorption o Repair permit cannot be issued; unsuitable soil wetness, soil characteristics, and soil depth. (Durham County — 01/25/2022) • Non -Discharge (Drip & Spray) o Repair permit cannot be issued; unsuitable soil wetness, soil characteristics, and soil depth. (Durham County — 01/25/2022) • Reclaimed Water o Applicant states the property is not suitable for a wastewater reuse system due to the size of the lot. • Availability of Land o Availability of land was not evaluated.
