1.0 Introduction
the two existing residential or agricultural ponds are located along the NCDOT Hampstead Bypass Corridor. One
pond is located near parcel 57 near One Mile Road. The second pond is located near parcel 59 along a private
drive not far from Tim Moore Drive. Both ponds are accessible from the Hampstead Bypass corridor and are to be
backfilled per the NCDOT Hampstead Bypass Plans and Specifications.
2.0 Proposed Dam Removal
Conti proposes to remove the ponds along the Hampstead Bypass corridor as discussed below. The location of
the pond and a proposed schedule for the removals are included in Appendix I.
2.1 Erosion and Sediment Control Best Management Practices
Erosion and sediment control best management practices (BMPs) will be installed prior to beginning the removal
of soil embankments or outlet works infrastructure. Associated construction entrances are or will be installed to
prevent sediment from being tracked onto the public roadway. Silt fencing or sediment tubes will be installed
along the downstream toe of the dam to prevent sediment from entering the unnamed tributaries.
The NCDOT Specifications, Project Manual, and NCDEQ Sediment and Erosion Control Planning and Design
Manual will be utilized for details and specifications of the construction entrance, coffer dam, pump around
diversion or bypass, slope drain or siphon, and silt bags for incidental dewatering (Appendix II).
2.2 Drawdown of Pond Water Level
Conti proposes to use the existing pond hardware to draw down the water level to the extent possible in the
ponds. Pond lowering rate is recommended to not exceed 2 feet per day, and 10 feet per week. This rate will
promote slope stability during the dewatering for the existing embankment portions. The existing ponds are
predominately excavated into residual ground and proposed to be backfilled and graded in accordance with the
NCDOT Hampstead Bypass plans.
Once the Pond level has been lowered using the existing drain valve where outlet works allow, a 4-inch pump will
be installed with a tee float on the intake end to draw from the top of the water column. Drawdown of the Pond
water level is expected to take one week. Installation of the pump and final drawdown of the Pond water level is
expected to take a second week. Conti proposes to dewater remaining available water by pumping from a floating
intake on to adjacent stable vegetated areas or into silt bags located within the LOD and no closer than 50 feet to
a surface water feature. Incidental remaining water depth no deeper than 6 inches on average can be backfilled
with soil material if compliance with NCDOT Hampstead Bypass plans and specifications for placed soil material
can be maintained.
2.3 Fish and Wildlife Considerations
The Fisheries Biologist for Distict 2 for the North Carolina Wildlife Resources Commission was consulted for any
required permitting or accommodations for dealing with the fish in the pond. There is no knowledge of grass carp
in the pond, so no immediate concern about invasive species being released. In order to comply with

requirements, Conti will not physically handle fish that reside in the pond for relocation and will draw down the
ponds using a 2 inch screen on the intake to limit the escapement of fish from the pond. Furthermore, the lack of
downstream conveyance or perennial stream depth downstream of either pond limit concern of conveyance of
pond fish to downstream public waters. Under these conditions, Wildlife Resources Commision does not require a
permit from Conti and have expressed no additional concerns to the dewatering approach (Appendix III).
2.4 Removal of Pond and Dam
Upon completion of the drawdown of the water level, the earthen dam will be removed and the area backfilled
with suitable soil material in accordance with the NCDOT Hampstead Bypass plans. Outlet hardware will be
removed and disposed of properly. Soil removed from the dam will be used as approved within the NCDOT
Hampstead Bypass Plans. Removal of the ponds is expected to take one to two weeks., weather permitting. The
removal of dam embankment and backfill is expected to take a two weeks, weather permitting.

1.WATER PUMPED OUT OF POND SHALL NOT BE DISCHARGED INTO WATERWAYS. WATER SHALL BE
DISCHARGED INTO A FILTER BAG, DEWATERING STRUCTURE, ONTO STABILIZED AND VEGETATED
GRADE, OR ENGINEER APPROVED ALTERNATIVE.

6.THE PUMPING RATES OF DEWATERING STRUCTURES SHALL BE REGULATED TO PREVENT OVERTOPPING
THE STRUCTURE.
7.PUMP INTAKES SHOULD BE FLOATING AND SCREENED.
8.THE PUMP DISCHARGE HOSE SHALL BE INSERTED INTO THE FILTER BAGS IN THE MANNER SPECIFIED
BY THE MANUFACTURER AND SECURELY CLAMPED. A PIECE OF PVC PIPE IS RECOMMENDED FOR THIS
PURPOSE. ONLY INSTALL ONE PUMP DISCHARGE HOSE PER FILTER BAG.
9.CONTROL PUMPING RATE TO PREVENT EXCESSIVE PRESSURE WITHIN THE FILTER BAG IN
ACCORDANCE WITH THE MANUFACTURER RECOMMENDATIONS. AS THE BAG FILLS WITH SEDIMENT,
REDUCE PUMPING RATE ACCORDINGLY.
10.PUMP SUCTION HOSE MUST NOT BE ALLOWED TO COME IN CONTACT WITH TRENCH BOTTOM. USE
FLOATING INTAKE OR PROVISIONS MUST BE MADE TO ELEVATE THE SUCTION HOSE TO AT LEAST 1-FT.
ABOVE THE BOTTOM OF THE PIPE TRENCH UNTIL BOTTOM DEWATERING IS NECESSARY.
11.DEWATERING SHOULD NOT OCCUR DURING TIMES OF HEAVY RAINFALL EXCEPT AS REQUIRED TO
PREVENT FLOODING OF CONSTRUCTION EQUIPMENT LOCATED IN BORE PITS AND TRENCHES.
12.PUMPS UTILIZED DURING DEWATERING SHALL BE PLACED WITHIN SECONDARY CONTAINMENT IF
POSITIONED WITHIN 100-FT. OF STREAMS OR WETLANDS.
13.CONTRACTOR SHALL ADHERE TO OWNER'S APPLICABLE INTERNAL ENVIRONMENTAL POLICIES,
GUIDANCE DOCUMENTS, AND CHECKLISTS.
MAINTENANCE NOTES
1.FILTER BAGS, DEWATERING STRUCTURE, OR ENGINEER APPROVED ALTERNATIVE SHALL BE INSPECTED
DAILY. IF ANY PROBLEM IS DETECTED, PUMPING SHOULD CEASE IMMEDIATELY AND NOT RESUME
UNTIL THE PROBLEM IS CORRECTED.
2.SPREAD THE DEWATERED SEDIMENT FROM THE FILTER BAGS, DEWATERING STRUCTURE, OR ENGINEER
APPROVED ALTERNATIVE IN AN APPROVED UPLAND AREA AND STABILIZE WITH SEED AND MULCH BY
THE END OF THE WORK DAY.
3.DURING OPERATION KEEP CONNECTION BETWEEN PUMP DISCHARGE HOSE AND FILTER BAG WATER

It was very nice speaking with you today regarding the attached ponds you plan to drain and build a bypass over.
Since you will drain the ponds so that little to no fish escapement occurs, you will not be handling fish that may
reside in the ponds, and the risk of fish that could escape into public waters is little to none, no stocking permits are
required and I have no concerns at this time.
