2. General Observations: Import/export/storage of ammunitions for DOD via truck, rail, and ship. Onsite rail, vehicle,
and heavy equipment fueling, maintenance and repair. Have been making modifications to reduce potential for
exposure to stormwater. Many various potential sources for exposure.
3. Impairment: The stream segment is not listed on the final 2006 303(d); but it is listed on the draft 2008 303(d)
list as impaired for aquatic life. Basinwide Plan states that DWQ is currently developing a TMDL to address
low dissolved oxygen.
4. Threatened and Endangered: Federal endangered: Shortnose Sturgeon; Federal threatened: American Alligator
and Green Turtle

Industrial Changes Since Previous Permit: Outsourced maintenance on heavy equipment. Replaced some
heavy equipment with new — lowered exposure potential. New railroad equipment repair facility allows for all
repair work to be contained under roof; no repairs conducted outside now. New terminal -fueling point, all
trains fueled directly from mobile fuel truck; rain guards to protect area during non-use; mobile fuel truck
stored under a shed. Now over 85% containerized cargo movement; resulted in reduced equipment and
material usage — lessening stormwater exposure. Added canopy over vehicle gas station. Replaced locomotive
fuel station.
7. Analytical Monitoring: Did not follow sampling schedule in permit; and missing data. At least one
sample over benchmark for all parameters except pH, Total N, TKN, and N+N.
8. Qualitative Monitoring Notes: No observations of significance. Some solids and turbidity observed in some
samples.

Revised Permit Recommendations: Analytical Monitoring:
1. Remove Total N. Based on sampling, add back in Cadmium, COD, Lead, MBAS, and oil & grease. Add BOD
due to the draft 303d listing of the river for low dissolved oxygen.
2. pH will remain in the analytical monitoring requirements as per current DWQ monitoring strategy.
3. Due to a potential lag time between the expiration of this permit and its renewal, I have specified in the permit
that the permittee is responsible for all monitoring until the renewal permit is issued. See Footnote 1 of Tables
1, 4, and 5. This approach is recommended because there has been a significant lag time since the expiration of
the previous cycle. This will provide testing if there is a lag in future timeframes. "Measurement Frequency:
All monitoring will be performed two times per year for each year until either another permit is issued for this
facility or until this permit is revoked or rescinded. If at the end of this permitting cycle, the permittee has
submitted the appropriate paperwork for a renewal permit before the submittal deadline, the permittee will be
considered for a renewal application. The applicant must continue semi-annual monitoring until the renewed
permit is issued. See Table 2 for schedule of monitoring periods through the end of this permitting cycle."
4. Benchmarks have been added to this draft permit.
5. All analytical monitoring has been set to semi-annually.
6. The flow reporting requirement has been removed per DWQ revised strategy. (The total rainfall parameter is in
this permit, however.)
7. The permittee is required to collect all of the analytical and qualitative monitoring samples during
representative storm events as defined in this permit.
Other Proposed Changes to the Previous Permit:
1. Part II Section A has been revised. It now specifies all of the items to include on the site map.
2. Vehicle maintenance has been revised to semi-annually in order to coincide with analytical and qualitative
monitoring.
