Subject: Response to NCTA letter dated November 22, 2011 regarding Gaston East-West
Connector Indirect and Cumulative Effects Water Qualiry Analysis — Draft (Atkins,
August 2011).
Dear Mr. DeWitt:
The NC Division of Water Quality has reviewed your responses to our comments regarding the
subject document. These comments in conjunction with your explanations provided at our
November 22, 2011 meeting have adequately answered our questions. We find your
methodologies to be reasonable and concur with your conclusions regarding water quality
impacts due to indirect and cumulative effects from the Gaston East-West Connector.
Furthermore, we will no longer require a letter from each Metropolitan Planning Organization
(MPO) confirming that the construction of the Gaston East-West Connector was omitted from the
"No-Build" analysis. If you have any further questions regarding this issue, please let me know.
