PROJECT DESCRIPTION: The project site is located at 312 Olde Point Loop, adjacent to Old Topsail Creek and Topsail Sound, in Hampstead, Pender County. Existing man-made features on the property include a single-family residence. High ground vegetation consists of Live Oaks, and ornamental vegetation completes the ground cover. According to the application package, the high ground portion of the property is elevated approximately 4'-27' above the normal high water (NHW) level. The shoreline measures approximately +/- 100 linear feet and is stabilized by natural vegetation. There is a fringe of Coastal Wetlands (approximately 20'-30' in width and consisting primarily of Smooth Marsh Cordgrass {Spartina Alterniora)) bordering the property along the western shoreline. Residential properties border the property to the north, south and east and Old Topsail Creek borders the property to the west. The waters of Old Topsail Creek and Topsail Sound (adjacent to the project site) are classified as SA by the North Carolina Division of Water Resources. They ARE NOT designated as a Primary Nursery Area (PNA) by the North Carolina Division of Marine Fisheries, and they are CLOSED to the harvest of shellfish. Based on visual observations made by DCM staff during September 2022 site visit, there appears to be NO Submerged Aquatic Vegetation (SAV) in the surrounding area. Water depths in the vicinity of the proposed facility range from -2' to -2.5', relative to normal low water (NLW). PROPOSED PROJECT: Through this permit application, the property owner proposes to install a new four (4) slip docking facility. As designed, a new 6' x 100' elevated, wooden walkway would extend from the existing residence to a new 10' x 20' elevated, uncovered wood deck located along the properties shoreline. The proposed deck would be located within the 30' Coastal Shoreline buffer, just landward of Coastal Wetlands. From the proposed deck, the applicant intends to install a new 6' x 36' access pier that would extend toward the west and terminate into a new 10' x 20' platform. The platform would be partially covered (10' x 12') with a hip roof and the remaining 8' x 10' section would remain uncovered. A new 8' x 50' section of floating dock would be located just offshore of the proposed platform, and would run parallel to the creek and shoreline. As designed, the proposed floating dock would be located along the existing pier -head line, just inshore of the'/4 width limitation and the near shore edge of channel. The proposed floating dock would be located in an area of the creek that has approximately -2.0' to -2.5' of water during periods of low tide. Just beyond (watcrward) of the floating dock, the bottom contour begins to drop off into the channel, which is approximately -4.0' to -4.5' deep during normal low water. The proposed development would be centrally located along the shoreline, with no encroachment into the applicant's riparian corridor setback (i.e. no waivers required). In this location, the width of waterbody measures approximately 145' from harsh to marsk Based on the design, the applicant would have the ability to dock up to four vessels at the docking facility. 10. ANTICIPATED IMPACTS: The proposed structure would incorporate approximately 636 sq. ft. of Estuarine Waters and Pubic Trust Area. The new docking facility would remain consistent with similar pier length requirements (established pier -head line) and would be located outside of the maintained channel. Minor increases in turbidity should be expected during construction. As proposed a new 6' x 100' access walkway will extend from the existing rear deck of the house down to a new 10' x 20' open, slightly elevated deck which will be located just landward of the Coastal Wetlands. Extending waterward from this deck will be a new 6' x 36' pier which will connect to a new 10' x 20' elevated, fixed platform of which the northern end (10' x 12') will be covered. From this platform will be a 4' x 16' access ramp extending down to a 6' x 6' landing platform which will be connected to a new 8' x 50' floating dock. The floating dock will accommodate a total of 4 vessels. The new docking facility will extend approximately 30' into the waterbody which measures approximately 156' in width, therefore, conforming to the `/4 width of the waterbody limitation. It will not exceed the existing pier -head line, nor will it extend into the adjacent 15' Riparian Corridors of the adjacent property owners. Existing water depths in the area of the floating dock range from approximately -2' to -3.5' at normal low water.
