While I appreciate the need for room to breathe, the Monroe Bypass is an incredibly controversial project that is likely to elicit significant public comment. As you may already know, NCDOT received substantial public comment during the NEPA process. Many intend to comment on this permit application as well. As such, I want to ensure that the public comment deadline is clearly articulated in the public notice and uniform for all who wish to comment. Am I correct in inferring from your email that you will be relying on the Corps to issue a joint public notice for this application? My review of the notices posted by the Wilmington District indicates that the deadline to comment on a project’s 401 Water Quality Certification typically matches the project’s 404 permit comment deadline. Please let me know if your office intends to vary from this norm. It appears to be a 30 day notice. I haven’t been informed that it has been issued. But to give room to breathe, how is 3 weeks to submit your comments.
