Dear Mr. Snider:
This letter serves as the official response from Winston-Salem/Forsyth County Utilities (WSFC
Utilities) to the North Carolina Department of Environmental Quality, Division of Water
Resources Notice of Intent to Enforce Civil Penalty for the April 14, 2021 sanitary sewer
overflow (SSO), Incident #202101184, located at 1101 Montgomery Street in Winston-Salem.
The incident was a result of pipe failure due to severe natural conditions.
On April 14, 2021 at 8:30am, Utilities Field Operations was notified of an SSO on the sewer
outfall at 1101 Montgomery Street. Recent heavy rain had eroded the creek bank which caused
the sewer main to collapse and break. First responders were able to set up a pump and haul
system to stop the spill until repairs could be made.
The spill lasted approximately six hours and was resolved by 2:30pm. A diffuser was deployed
for six hours and the spill area was cleaned following standard protocol. The two upstream and
two downstream sewer mains were washed and CCTVed to confirm there were no other issues
within this line.
WSFC Utilities continues to make progress in minimizing SSOs and has the proper programs in
place to continue our high level of performance. Our comprehensive sanitary sewer evaluation
study has provided strategic cleaning and examination of our system to identify areas with the
greatest need for repair and replacement.
