Subject: Permit for the Monroe Connector/Bypass
Please find attached a letter, which we are also sending by certified mail, requesting that the U.S. Army Corps of
Engineers (“Corps”) comply with federal law and revoke Department of the Army Discharge Permit Number SAW-2009-
00876, issued April 12, 2011, by the Corps’ Wilmington District to the North Carolina Turnpike Authority for the Monroe
Connector/Bypass.
If the permit is not revoked, the attached letter serves to notify Secretary of the Army John McHugh, and Administrator
of EPA Lisa Jackson that the Yadkin Riverkeeper, the North Carolina Wildlife Federation, and Clean Air Carolina intend
to commence a civil action against the Corps under Section 505 of the Clean Water Act sixty days from the date of this
letter.
The letter incorporates several attachments. These attachments have been sent via certified mail along with the
letter. Because of the size of the attachments I have not included them with this e-mail.
Please direct any inquiries and responses to the issues raised in the attached letter to me.
