Landers: 1 Please find attached a letter requesting that a public hearing be held to consider the North Carolina Department of Transportation’s recent applications for a 404 Permit and 401 Water Quality Certification for the Monroe Bypass. Such a hearing is in the public interest in light of the strong community interest in and opposition to the project, as well as the project’s considerable impacts to water and wetland resources.
