Dear Mr. Snider,
This.letteris in response to a Notice of Intent to Issue Civil Penalty that has been issued against the City
of.Eden Collection System Permit No. WQCS00018 as of January 18, 2023 for incident number
2022,01844.
Incident number 202201844 concerns a sanitary sewer overflow that occurred on December 22, 2022
from the gravity system'servicing the City's Covenant Branch gravity basin. This sanitary sewer overflow
occurred at 699 Lake St. Approximately 6,320 gallons of untreated sewage was released with 4,700
gallons reaching Covenant Branch Creek leading to the Dan River. The cause of the overflow was
unfortunately a heavy,rain event.
The supply of rain water that overwhelmed Covenant Branch station was supplied by another station that
dumps into a manholejust east of the wet well. We have identified the area that is receiving large amounts
of I&I. The section is set to be replaced in the next few months internally. The city has funded a new crew
that will handle larger projects like this to be fixed in the future, as well as a fund to pay to fix said issues.
We have made large strides in the reduction of I&I, and especially overflows, in the last few years. We are
hoping this new crew will help in reducing them even further.
The City of Eden takes sanitary sewer overflows seriously and is doing everything it can to eliminate them.
Please take these facts into consideration when deciding what action to take.
