TREASURER Groyne Frc.6 The Town is in receipt of the Notice of Violation & Intent To Issue Civil Penalty Notice NOV-2020-DV- 0054 concerning the sanitary sewer overflow that occurred on December 13, 2019 at the Reed Creek and West Ridge Pump Stations. The overflow occurred as a result of heavy rainfall that occurred in a short period of time. During the month of December, a total of 4.9 inches of rainfall. On Friday, December 13 a significant and rapid -rain event occurred with over 2 inch of rainfall. The extraneous flow into the pump stations exceeded the pumping capacity which resulted in the:overflow. Reed Creek two pumps and West Ridge Street three pumps were operating at full capacity. The Town continues its efforts to identify and correct Inflow/Infiltration areas of concern. Recently, several cleanouts were found to be.below grade, broken and missing caps. The cleanouts were dug up and repaired/replaced: In addition, a manhole was found that had slid off the base allowing water to infiltrate the system. The manhole frame was reinstalled and resealed. The overflow resulted from natural events and circumstances uncontrolled by the Town. It was not intentional and the Town did not benefit economically from this event. The Town is committed to operating and maintaining its sewer collection system and has allocated $140,000.00 in'this fiscal year to make improvements in the collection system. The Town of Ramseur is a small community of less than 1,500 customers. The assessment of civil penalties will be an encumbrance for our citizens and deduct from the budgeted funds for improvements: The Town respectfully request your office to not assess civil penalties and afford the Town the opportunity to invest in upgrading the collection system.
