Dear Mr. Snider,
This letter is in response to a Notice of Violation with the intent to enforce that has been issued against
the City of Eden Collection System Permit No. WQCS00018.
The City of Eden understands that an NOV with the intent to enforce is being issued for incident
number 202100551. This overflow to surface waters occurred on February 15, 2021 at the City of
Eden's Covenant Branch Pump Station. An estimated volume of 8,400 gallons of untreated sewage was
released and reached the Dan River. It was caused by inflow and infiltration during a storm event. The
rain started around 6:40 PM and delivered 1.30 inches of rain until approximately 9:50 PM. This was
following a storm event from the previous day that deposited 0.38 inches of rain.
The City of Eden also recognizes that overflows have continued to occur at this pump station despite the
City's efforts to stop them. A new pump station project is set to start this month that will take the flow
from two smaller pump station off of Covenant Branch Basin. Also, the New Street Pump Station, which
flows into Covenant Branch Basin, was repaired as infiltration was found to be entering wet well causing
it to overflow at times. The City of Eden takes the prevention of sanitary sewer overflows seriously.
