Gentlemen,
7he�purpose for this email is to request a permit modification for the utility work on B-4599 (Bridge Nos. 1& 2 over
Knobbs Creek on US 17/Hwy 158 in Pasquotank County). This modification would revise:
Section 404 Nationwide Permits 12 and 23 issued December 8, 2011 (USAID SAW-2006-10064);
Section 401 Water Quality Certifications issued December 22, 2011 (DWQ No. 20110949);
CAMA Major Development Permit issued April 17, 2012 (CAMA permit No. 33-12)
The requested changes are as follows:
Elizabeth City Water Line
Elizabeth City decided to downsize the proposed 20" water line to a 12" water line on the west side of US 17. The water
line alignment and profile were revised eliminating the open cut in the wetlands on sheet 4. This decreased the impacts
from 0.05 acre to 0.02 acre.
Dominion Power
The proposed underground power line on the west side of US 17 was installed by open cut through wetlands that were
designated to be trenchless in the permitted Utility Permit Drawings. Plan sheets 4 and 5 were revised to show
excavation and temporary fill in the wetlands where the proposed underground power line was installed by open cut.
Therefore, the permanent impacts increased from 0 to 0.03 acre of
The total impact amounts stayed the same; this request is due to the change in how and where the impacts came from.
Bill Biddlecome (USACE) has stated that this issue can be resolved with an email, if that is not the case for NCDWQ or
NCDCM please let me know.
