Dear Mr. Snider,
This letter is in response to the Notice of Violation and Recommendation for Enforcement Letter
dated January 18, 2023 received by the City of Greensboro. The address where the violation
occurred and the amount spilled is shown below:
1. 109 West Elmsley Street 8,500 Gallons
On December 19, 2022 at 109 West Elmsley Street, the sanitary sewer release was due to debris
in the sanitary sewer at this address. A combination jet truck was dispatched to unstop the
blockage and clean the line. Once the sanitary sewer overflow was stopped, we thoroughly
cleaned all lines in the area to ensure we could perform a CCTV inspection of the lines, and we
found no deficiencies to correct. The line is now on a biannual PM schedule, and we will
monitor the line to see if that cycle needs to be increased in the future. Heavy flow in this area
contributed to the large spill volume.
Remediation efforts included opening fire hydrants to flush the affected area and spreading lime
to the affected area.
It is our duty to comply with the requirements of Collection System Permit Number WQCS00006
and G.S. 143-215.1(a)(1), and we will continue to address unforeseen circumstances as quickly
