This letter serves as the official response from Winston-Salem/Forsyth County Utilities to the Notice of
Intent to Enforce Civil Penalty for the sanitary sewer overflow (SSO) Incident #202201657 due to pipe
failure.
On November 3, 2022, an SSO occurred at 10:30am at 311 N. Patterson Avenue in Winston-Salem. Our
first responder arrived on site along with a contractor who had been immediately dispatched to set up
bypass pumping and dig where the pipe was damaged. A combination jet -vac truck was used to stop the
overflow until the bypass pump was ready to divert flow to a downstream manhole. A diffuser was
placed on the hydrant with dechlorinating tablets and ran for approximately four hours. The area was
cleaned following standard protocol and the contractor worked additional days to make permanent
repairs.
WSFC Utilities has consistently reduced SSOs since launching our Collection System Improvement
Program in 2016 and has strategies designed to increase our high level of performance. Our 2021-2022
fiscal year had the lowest number of SSOs since reporting began in 1999 with a total of 55 reportable
and non -reportable spills.
