Dear Mr. Hilton:
The Division issued NPDES permit number NC0086169 to Corning Incorporated for the above
referenced facility on November 14, 1997. In accordance with your request, the Division is forwarding
herewith permit modifications to the aforementioned permit. Specifically, the permit has been modified to
allow the discharge of approximately 1000 gallons per week of corrosion inhibitor laden water through outfall
001.
Although no effluent limitations have been installed for this outfall, monitoring will be required for
flow, suspended solids, residual chlorine, total phosphorus, temperature, and pH. Additionally, it is the
Division's expectation that controls for solids and residual chlorine will be installed. As a result of the low-flow
nature of this discharge, no Authorization to Construct will be required for the aforementioned control devices.
However, the Mooresville Regional Office should be contacted upon installation of these devices and prior to
discharge.
Enclosed please find the modified permit pages. The old pages should be discarded. This permit
modification is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the
Memorandum of Agreement between North Carolina and the U. S. Environmental Protection Agency dated
December 6, 1983.
Please take notice that this permit is not transferable. Part II. E.4. addresses the requirements to be
followed in case of change in ownership or control of this discharge. This permit does not affect the legal
requirement to obtain other permits which may be required by the Division of Water Quality or permits
required by the Division of Land Resources. Coastal Area Management Act or any other Federal or Local
government permit that maybe required.

Corrosion problem/resolution review
The Division received a package of information from Corning, incorporated on October 20, 1998. Specifically, the
package was in support of a request to employ zinc orthophosphate, a corrosion inhibitor. The following day, a fax was
received from Corning requesting that we stay our review of the original submittal in lieu of a new proposal.
The Corning facility is a fiberoptic manufacturer with high chloride wastewater. The facility is presently experiencing a
corrosion problem in the carbon steel pipe. The alkalinity and pH of one of the cooling waters is causing unexpectedly
high galvanic corrosion. As opposed to entering zinc orthophosphate into all wastestreams, Corning is proposing to
flush their carbon steel lines with approximately 1000 gallons per week of potable water containing a proprietary BETZ
phosphate corrosion inhibitor. This 1000 gallons per week would discharge through outfall 001. Corning will install
treatment measures to abate chlorine and solids.
