Dtrectnr NORTH CAROLINA Ent+tnonmental Quality March 1, 2023 Don Denton, President Carolina Water Service Inc. of North Carolina 4944 Parkway Plaza Blvd. Ste. 375 Charlotte, NC 28217 Subject: Compliance Evaluation Inspection Kings Grant S/D WWTP NPDES Permit No. NCO062219 Wake County Dear Mr. Denton: On February 23, 2023, Mitch Hayes of the Raleigh Regional Office conducted the subject inspection with the assistance of Brandon Baldwin, Operator in Responsible Charge. Below is a list of findings developed from the inspection and review of the permit. 1. The current permit was reissued and became effective April 1, 2018 and will expire March 31, 2023. A permit renewal application is currently under review. Please continue to operate under the last issued permit until a new permit is issued. 2. The 0.07 MGD facility consists of the following units: Influent pump station; manual bar screen; diffused aeration basin (72,000 gallons); clarifier (11,000 gallons); sludge holding tank (6,000 gallons); UV disinfection; cascade aeration; effluent flow measurement; portable generator for back up power. All units were accounted for and in operation. Mixed liquor in the aeration basin appeared chocolate brown in color. All blowers were operational. There were no dead spots. Foam covered approximately 20% of the surface. Effluent flowing off the secondary weirs appeared clear. UV banks were operational. There was no discharge at the time of inspection. Water in the creek appeared clear with no detrimental effects from previous discharges. The digester will be pumped out next week. Carolina Water Service Labs, certification number 5161, is field certified for pH and DO. Eurof ns, formally ENCO labs, analyzes all other parameters. All pH buffers were within expiration date. Field calibration sheets for DO and pH are kept up to date. 4. An Authorization to Construct was issued February 22, 2023 for the installation of a new precast concrete valve vault for the existing pump station; replacement of existing influent pumps with two — 125GPM influent pumps; replacement of manual bar screen with one 0.175 MGD manual bar screen; replacement of existing closed pipe UV system with two in series open channel UV banks with eight lamps per bank; replacement of existing D North Carolina Department of Environmental Quality I Division of Water Resources Raleigh Regional Ogee 1 3800 Barrett Drive I Raleigh, North Carolina 27609 �� 919 791.4200 effluent flow meter and installation of one new effluent flow measurement flume; demolition of a steel chlorination tank. 5. Discharge Monitoring Reports (DMRs) were reviewed for compliance and monitoring requirements for the period December 2018 through January 2023. The following were noted: daily maximum permit limit violation for fecal coliform on 07.14.2020. 6. Commercial lab results, chain of custody records, and bench sheets were compared with data submitted on the DMR for January 2023.
