Narrative
GENERAL INFORMATION:
General Program Information:
■ As of November 30th, 2022, the only remaining IUP for the City of Randleman, Deep River Dyeing, Inc.,
was terminated. This is discussed further in the SIU information below. The City has continued to maintain
its Pretreatment Program and wishes to do so going forward.
■ The City requested an extension for the IWS until June 30th, 2023. This extension was granted, and an
updated Pretreatment Program Information Database sheet was provided to the Pretreatment Consultant and
the City.
■ All items on the Division's revised Database Program Information Database Sheet are correct with the
exception of the recent permit termination of the IUP. This has been noted on the PPID sheet included
behind this Narrative in this report.
■ The Program was inspected by the NCDEQ regional office on May 13, 2022. The Program was found to be
in compliance.
■ The WWTP is still operating under the permit effective August 1", 2017, as no renewal draft or renewal has
been provided by the state as yet.
■ The WWTP had one permit violation in 2022. The violation was for an overage of weekly average BOD in
July of 2022. This does not appear to have been related to the industry.
■ A review of LTMP data indicates that overall removal rates remain similar to the previous year. Please see
the included LTMP data summary for 2022.
■ HWA: A headworks analysis was submitted to the Division on June 6th, 2022. No review of the HWA has
been received by the City as yet. The AT provided with this report is the AT generated in the June 6th HWA
updated to remove the terminated permit.
SIU INFORMATION:
SIU Permit 0004
Deep River Dyeing Co., Inc.
■ Scheduled self -monitoring was conducted by the industry as required by the pretreatment permit for all
months that the industry was running.
■ Sampling by the POTW was conducted in May of 2022. A second sampling event and industry inspection
were scheduled for November of 2022, but the industry had already shut down. The POTW was not notified
of the shutdown until the POTW made inquiries regarding the operations in October of 2022. As such, the
POTW was unable to conduct a second monitoring event of this industry for 2022 or conduct the annual
inspection.
■ The industry was compliant with all industry and POTW monitored parameters for the months in operation
during 2022.
■ The operations ceased at the industry on October 25th, 2022, and the IUP termination was made effective on
November 30th, 2022. Please see the termination letter included in this report as Appendix A.

Per your request, the City of Randleman has terminated IUP #0004 for Deep River Dyeing due to the business closing.
Per my conversation with your representative Nate Marsh, as of October 21, 2022, production was shut down, and as of
October 25, 2022, all jets in the dyehouse were drained and no additional dyeing would be taking place. The City has
confirmed that the business has closed, and the official permit termination date was November 30, 2022.
Thank you for your many years of business in Randleman and working with the City to maintain compliance with the
Pretreatment Program during that time.
