The monitoring shall :be performed as a Fathead Minnow Timephales - promelas 24 hour static test, using effluent collected' as a 24 hour composite. The effluent concentration at which there may be at no time significant acute mortality is 90% (defined as treatment two in the North Carolina procedure document). Effluent samples for self -monitoring purposes must be obtained during representative effluent discharge below all waste treatment. The impact of this increase in wasteflow on dissolved oxygen concentrations in the French Broad River was evaluated using Technical Support's Level B modeling framework. The results of the analysis indicate that the requested flow increase will have very little additional impact on the stream and that EMC criteria will be satisfied. For future reference, our evaluation also determined that Marshall's current request (WLA # 4620) to increase their design flow to 0.4 MGD, will not cause a significant impact of more than 0.5 mg/1 of D.O. sag and will not extend the D.O. sagpoint by more than 0.5 miles. Since the facility's design capacity is increasing to 0.4 MGD, Technical Support recommends that future JOC allo- cations not exceed this level. Background Information According to the Region, the 12-month average for the Marshall WWTP is 0.124 MGD. However, because of the substantial number of flow exceedances that occurred during 1987, the Region recommends using the maximum average monthly flow of 0.171 MGD as the pre-JOC flow. This JOG request is for 0.03 MGD, which gives a post -JOG total flow of 0.200 MGD. In regard to current permitted limits, the Marshall facility was out of compliance in 1987 with the limits for flow (12 outrof 12 months), total suspended solids (4 out of 12 months) and biochemical oxygen demand (4 out of 12 months). Analysis The Level B model was used to assess the impact of the treatment plant on dissolved oxygen in the French Broad River. Model runs were completed at 0.171 MGD (pre-JOC flow), 0.200 MGD (pre-JOC + JOC flow) and 0.400 MGD (new design capacity) for Marshall WWTP. Model waste inputs reflect the recommended JOC limit of 90 mg/1 BOD, The model results are presented in Table 1. In accordance with the EMC criteria for judging in -stream impacts, the model results demonstrate no significant depression of the instream D.O. level or extension of the zone of impact when the wasteflow is increased.
