SUBJECT: Modification of Permit for Town of Marshall

Madison County
Per your request, the Technical Support Branch has completed a
review of pretreatment information and daily monitoring reports for the
subject facility. It is our recommendation that the facility conduct
monthly effluent monitoring for the following constituents: copper,
cyanide, silver, and zinc. The permit requirement for quarterly acute
toxicity testing, fathead minnow 24 hour -no significant mortality,
should be continued.

Town of Marshall
Madison County
The Town of Marshall's new wastewater treatment facility is now
on line and operating. The facility has been classified as a Class
III facility (rating sheet is attached). It is requested that the
Permit be reopened and modified to include the following items:
1. The monitoring requirements should be changed to reflect the
requirements of a Class III facility.
2. The Town is in the process of developing a Pretreatment
Program which should be completed by the time the permit is
modified. The pretreatment language in the permit should be
changed from development to implementation.

3. The Town's SIU is a metal finishing industry. Appropriate
metals limits and monitoring should be included in the permit.
The development of the monitoring requirements and limits for
metals should be coordinated with the Technical Support Branch.
