The Pretreatment Program Information Database sheet (Enclosure 1) for Rocky River Regional WWTP is enclosed with corrections marked. The corrections include: (1) # of WWTP SIUs changed to 14; (2) # of SIUs in Program changed to 15; (3) Year PCI changed to 1/6/2022; (4) HWA due date and date received should both be updated. WSACC submitted the HWA on 5/31/22; and (5) dates for HWA and PAR workshops attended should be updated as indicated on sheet. The Pretreatment Program Information Database sheet (Enclosure 2) for Muddy Creek WWTP is enclosed with corrections marked. The corrections include: (6) # of SIUs in Program changed to 15; and (7) dates for HWA and PAR workshops attended should be updated as indicated on sheet. WSACC currently has 14 SIUs at the Rocky River Regional WWTP and 15 total SIUs in the program. II. The Historical SNC sheets (Enclosure 3) for WSACC are enclosed. Corrections are marked in red on the enclosures. The corrections include: (1) Remove Americhem IUP#1028, Galvan Industries IUP#1029, and Star America IUP#1013 from the list. None of these industries have been in SNC during the timeframe listed; (2) Charlotte Motor Speedway Landfill V IUP#1024 add SNC for BOD, TSS, NH3-N for I" half 2021 and NH3-N for I" half 2022; (3) Heritage-Crystal Clean IUP#1030 remove SNC for p-Cresol 1st half 2021 and 2nd half 2022; (4) Owens Corning IUP#1041 add SNC for copper 1" half 2021; (5) Intertape Polymer Corp. IUP#2001 add SNC for NH3-N I" half 2022; and (6) add Prime Beverage IUP#1046 for COD for 1 St half 2021. There are a couple of blank lines with no parameter listed with SNC indicated. These should also be removed. III. NCDEQ conducted a pretreatment compliance inspection of WSACC's pretreatment program on January 6, 2022 and program was found satisfactory (Enclosure 4). IV. The PAR for 2021 was approved by NCDEQ on April 1, 2022 (Enclosure 5). V. WSACC received an approval from the Municipal Unit of DWR, letter dated February 7, 2022 for the Long Term Monitoring Plan(LTMP)changes (Enclosure 6). VI. WSACC submitted the Headworks Analysis for RRRWWTP on May 31, 2022 (Enclosure 7). WSACC is still awaiting approval from NCDEQ. VII. WSACC submitted the Headworks Analysis for MCWWTP on April 28, 2020. WSACC is still awaiting approval from NCDEQ. VIII. WSACC submitted LTMP amendments on June 30, 2022, with the NCDEQ acknowledging receipt on July 11 (Enclosure 8). WSACC is awaiting approval of the LTMP changes. IX. WSACC successfully recertified its ISO 14001 certification for the Environmental Management System for 2022. 1 Water& Sewer Authority of Cabarrus County Rocky River Regional WWTP, NPDES #NC0036269 Muddy Creek WWTP, NPDES #NC0081621 2022 PAR Narrative X. WSACC successfully recertified for the ISO 45001 for the Occupational Health and Safety Program and maintained Public Sector Star certification for 2022. XI. WSACC issues pounds per day limits to the significant industrial users (SIUs). Although a flow limit is also issued, WSACC does not judge significant noncompliance (SNC) for this parameter. A notice of noncompliance was sent for flow exceedances. As outlined in the Comprehensive Guide, Chapter 7, Section E, page 2, flow limits are not required where all IUP limits are mass based and that the POTW may institute its own policy relative to flow limit compliance. Also, the definition of "pollutant" in 15A NCAC 2H.0903 (25) does not include flow as a characteristic of wastewater. SIU Information: During the January through June 2022 reporting period: A. CMS Landfill V, IUP#1024, was in SNC for ammonia. WSACC issued a NOV with a fine and required industry to submit a response including action(s) to eliminate violations. WSACC is continuing to work with CMS Landfill on returning to compliance. The facility has made some treatment modifications and a significant reduction has been seen in ammonia loadings. B. Heritage-Crystal Clean (HCC), IUP#1030, was in SNC for p-Cresol. WSACC issued a NOV with a fine and required industry to submit a response including action(s) to eliminate violations. WSACC is continuing to work with HCC on returning to compliance. The facility is planning to install additional pretreatment units to remove the pollutant. An Authorization to Construct will be issued by WSACC once the facility submits the plans and specifications for the additional treatment units. C. Intertape Polymer Corp., IUP#2001, was in SNC for ammonia. WSACC issued a NOV with a fine and required industry to submit a response listing the cause (s) of violations. D. WSACC has entered into a Consent Agreement with Prime Beverage, IUP#1046, to reduce their daily effluent flow, which exceeds the permitted flow. Significant progress has been made by Prime Beverage in reducing the daily discharge. WSACC continues to work with the facility to obtain compliance. E. WSACC submitted electronically an IUP renewal and Streamlined IUP Submittal Form, including IUP rationale and allocation table, on December 1, 2021 for Intertape Polymer Corp. IUP#2001. A copy of the approval letter dated January 3, 2022 from the Municipal Unit of DWR is enclosed(Enclosure 9). F. WSACC submitted electronically an IUP amendment and Streamlined IUP Submittal Form on March 15, 2022 for S&D Coffee — Commercial Park Facility, IUP#1045. A copy of the approval letter dated April 18, 2022 from the Municipal Unit of DWR is enclosed (Enclosure 11). H. WSACC submitted electronically an IUP renewal and Streamlined IUP Submittal Form, including IUP rationale and allocation table, on April 26, 2022 for Perdue Farms, Inc. IUP#1026. A copy of the approval letter dated May 2, 2022 from the Municipal Unit of DWR is enclosed (Enclosure 12). I. WSACC submitted electronically an IUP amendment and Streamlined IUP Submittal Form on May 4, 2022 for HCC, IUP#1030. A copy of the approval letter dated May 5, 2022 from the Municipal Unit of DWR is enclosed (Enclosure 13). J. The following SIUs had a few violations but these did not constitute SNC (see IDSF for percent violations). Notices of noncompliance were sent for these violations of IUP limitations and/or self-monitoring requirements, which include: CMS Landfill V, IUP #1024, 2 ammonia, 1 each-arsenic, chromium and nickel violations (daily max); 1 TSS and 2 ammonia violations (monthly average); Heritage-Crystal Clean, IUP#1030, 1 oil & grease and 2pH (daily max); 1 p-Cresol (monthly average); IPG, IUP#2001, 15 ammonia violations (daily max); 4 ammonia(monthly average); Perdue Farms, IUP#1026, 1 TSS violation(daily max); Prime Beverage, IUP#1046, 8 BOD, 8COD, 2 pH violations(daily max); S&D—Commercial Park, IUP#1045, 1 pH violation(daily max); Star America, IUP#1013, 1 ammonia violation(daily max); and Stericycle, IUP #1039, Pipe 01 — failed to clean wetwell; WSACC modified permit to require periodic cleaning. Americhem, Atrium Health Cabarrus, Charlotte Water, City of Concord-Hillgrove Water Treatment Plant, Galvan Industries, HeiQ Chem-Tex, and Owens Corning did not have any violations of their industrial user pretreatment permits during the reporting period. During the July through December 2022 reporting period: L. No SNC for this period. M. WSACC submitted electronically an IUP amendment and Streamlined IUP Submittal Form on June 2, 2022 for Charlotte Water IUP#1031. A copy of the approval letter dated July 26, 2022 from the Municipal Unit of DWR is enclosed (Enclosure 14). N. WSACC submitted electronically an IUP amendment and Streamlined IUP Submittal Form on August 8, 2022 for Intertape Polymer Corp. IUP#2001. A copy of the approval letter dated October 3, 2022 from the Municipal Unit of DWR is enclosed (Enclosure 15). O. The following SIUs had a few violations but these did not constitute SNC (see IDSF for percent violations). Collection of office paper, aluminum cans, batteries, cardboard, electronics, fluorescent bulbs, glass bottles, ink cartridges, oil filters, aerosol cans, scrap metal, and plastic containers for recycling. 2. Reuse nonpotable water in the plant for: a. odor control blowdown and flushing water; b. dechlorination carrier water; c. pump seal water; d. centrifuge back drive and bearing cooling water; and e. incinerator Venturi scrubber. 3. Recycle heat from the furnace to warm the building. 4. Recycle COD vials used in the laboratory. 5. Reuse waste oil from plant equipment to heat the maintenance building. 6. Recycle the defoamer chemical drums back to the manufacturer. WSACC's SIUs participate in several waste reduction activities, which are outlined on the following pages (Enclosure 16). In addition to the information contained herein, the SIUs listed below have also implemented the following: 1. Atrium Health Cabarrus has a Mercury Task Force that is continuously looking at ways to reduce and eliminate mercury within the facility. 2. HCC continues to evaluate/eliminate some of their customers to reduce their COD loading. 3.
