D. Impact Justification and Mitigation
1. Avoidance and Minimization

la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.
Structure is elevated and set back the maximum feasible distance from top of bank. Location of construction preserves existing
vegetation, including -17 trees and mulched natural area in Zone 1, and minimal disturbance due to typical foot traffic related to
footing and substructure installation within Zone 2
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Construction and demolition material waste will be properly disposed into on -site dumpster and removed from site. Damaged areas of
grass lawn adjacent to proposed structure will be reseeded to promote regrowth of vegetation. Soil disruption area is minimized,
consisting of foundation structural footings installation for posts. Additionally, a temporary silt fence will be installed to remove
suspended solids from runoff prior to leaving the site.
