Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The lot slopes down from the street. The existing house is 2.5 stories and sits towards the street. The yard drops in grade approximately 10' from street to the standing water located at the SE corner of the lot. There is an existing rear deck with a set of steps to grade that transitions the main level of the house down to the backyard. The back yard is open with grass and a few newer trees. The standing water is protected by stone walls and a bridge has been built over the water to allow access to the rest of the lot. The general land use of the existing area where the addition is planned currently has a deck which represents approximately half of the proposed additions footprint and a set of steps down to grade with an area of gravel. A portion of the deck, steps and gravel are already in the zone 2 area of the buffer. The addition takes place of the deck, steps and gravel area as well as will need approximately 120 SF of additional footprint in the zone 2 buffer. 3b. Proposed Activity Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used: * Create a rear addition to the house in the current footprint of the deck and expand all the way across the rear elevation of the house. The addition will be 2 stories and set on foundation piers if needed. The addition will allow for a larger kitchen and more open flow of space on the inside of the house. There will need to be a small deck and set of stairs to grade from the addition. A one story side entry and mudroom is to be added on to the side of the house where the concrete driveway already exists. A small corner of this one story addition will be in the zone 2 of the buffer. D. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project. The addition will take the place of an existing deck, steps and gravel area. The one story addition will be located where part of the existing concrete driveway is located. The footprint that encroaches into the buffer has been kept as minimal as possible and still achieve the expansion needed for the residence. The rear addition can be built on masonry piers to create less digging in the buffer zone. lb. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. All heavy machinery will be kept out of the rear yard and buffer zone. Dumpster and lay down area for staging will be in the existing concrete driveway. A silt fence will be erected and maintained throughout the project to make sure debris etc does not enter the standing water area. E. Diffuse Flow Plan la. The existing house has gutters and downspouts to help control the water run-off. The addition will not add more concentrated water to the rear yard. The established yard will help diffuse the storm water just as it does now. We will implement a vegetated conveyance system if deemed necessary per BMP manual. H.
