PROJECT SUMMARY: A new vinyl bulkhead is proposed to be constructed waterward of the existing bulkhead, approximately 2' on the east side and approximately 5.5' on the west side (for an average of 3.5% resulting in the filling of approximately 181 sq. ft. of Coastal Wetlands. An existing floating jet ski platform is also to be relocated in a different footprint. 9. NARRATIVE DESCRIPTION: The project site is located at 64 Pelican Drive, adjacent to Lee's Cut, in the Town of Wrightsville Beach, New Hanover County. According to the application, the parcel located at 64 Pelican Drive is approximately 8,197 sq. ft. (0.19 acres). The lot has an existing single-family home and private docking facility with the high ground consisting primarily of grass and ornamental vegetation. The adjacent riparian parcels to the east and west have a single-family home with a docking facility and bulkhead. The project site has approximately 66' of shoreline frontage, currently stabilized by a wooden bulkhead that approximates Normal High Water (NHW). There is a sparsely vegetated area of Coastal Wetlands that primarily consists of Salt Marsh Cord Grass (Spartina alterniflora), approximately 900 sq. ft., located waterward of the existing bulkhead. A majority of the Coastal Wetland area is buried/shaded out by wrack material. The applicant currently maintains a private docking facility with a fixed pier, measuring approximately 50' long x 6' wide, that has an attached, uncovered L-shaped fixed platform to the east. The uncovered fixed platform measures approximately 16' long x 8' wide. At the end of the fixed pier and platform, there is a ramp that leads to a floating dock running perpendicular to the channel, that measures approximately 28' long x 6' wide. Adjacent to the floating dock there is an uncovered boat lift to the east and another potential slip to the west, creating a total of two slips. There is also an existing jet ski platform, measuring approximately 14' long x 10' wide, located to the east side of the ramp (see Sheets 1 & 2 of 4). The existing boat lift was previously permitted under CAMA General Permits 44849D and 49228D and issued to a previous property owner in 2006 and 2007. The existing floating dock was replaced in 2020 under CAMA General Permit 74771D and issued to a previous property owner. We were unable to locate any other previous permit history for the rest of the existing docking facility or the existing bulkhead. Based aerial imagery, it appears that the existing bulkhead has been in place since at least the early 2000's. The Town of Wrightsville Beach Land Use Plan classifies the adjacent waters as Conservation, and the adjacent high ground portion of the project area as Residential. The adjacent waters of Lee's Cut in the project area are classified as SB by the Division of Water Resources and this area is NOT designated as Primary Nursery Area (PNA) by the N.C. Marine Fisheries. They are CLOSED to the harvest of shellfish. 10. PROJECT DESCRIPTION: The applicant proposes to construct a new vinyl bulkhead an average of 3.5 ft. waterward of the existing wooden bulkhead to tie into the adjacent bulkhead to the west. The new wall Field Investigation Report: PDM Equity, LLC DCM Major Permit Page 12 would be located approximately 2' on the east side and approximately 5.5' on the west side, resulting in the filling of approximately 181 sq. ft. of Coastal Wetlands consisting primarily of Salt Marsh Cord Grass (Spartina alterniflora). The applicant proposes to construct approximately 62' of vinyl bulkhead waterward of the current alignment, stepping out an average of 3.5' below NHW as measured from the existing face of the timber bulkhead to the waterward face of the proposed new vinyl bulkhead (see Sheets 3 & 4 of 4). The proposed bulkhead will tie into the neighbors' existing bulkheads, with a T return wall on the east side (see Sheet 3 of 4). During the site visit with the agent on December 8, 2022, it was noted that the Coastal Wetland areas in front of the existing bulkhead are sparsely vegetated, and the west side is mostly buried/shaded out by wrack material. The applicant also proposes to relocate an existing floating jet ski platform, measuring approximately 10' wide x IT long, to a different footprint on the west side of the existing docking facility. The proposed location of the floating platform is within the 15' adjacent riparian setback, however the neighbor at 66 Pelican Drive has provided a waiver. 11. ANTICIPATED IMPACTS: The proposed bulkhead alignment would fill approximately 181 sq. ft. of Coastal Wetlands consisting primarily of Salt Marsh Cord Grass (Spartina alterniflora) and approximately 217 sq. ft. of Estuarine Waters/ Public Trust Area. The proposed 62' vinyl bulkhead would be constructed waterward of the existing bulkhead, approximately 2' on the east side and approximately 5.5' on the west side (for an average of 35). The proposed bulkhead would also result in the disturbance of approximately 1,550 sq. ft. of high ground area. The relocation of the 10' x 14' jet ski platform would incorporate approximately 140 sq. ft. of Estuarine Waters/ Public Trust Area. Minor increases in turbidity should be expected during project construction. Shoreline length = — 66' x 8 sq. ft. = 528 sq. ft. Development Activities Narrative Specifics: Application Narrative: The applicant proposes installation of a replacement bulkhead 2 — 5.5' (average of 3.5') waterward of the existing bulkhead and will tie to existing adjacent bulkheads. The proposed bulkhead will create a vacant area to be backfilled with approximately 60 cubic yards of sand from a sand mine or upland source. Land disturbance from proposed bulkhead backfill is approximately 225 square feet. The proposed bulkhead will measure 1' wide x approximately 62' long and be constructed of vinyl naval style sheet pile with a concrete cap. It should be noted that the western portion of shoreline is covered by detritus while the eastern portion of shoreline is currently sparsely vegetated coastal wetlands. A total of 181 square feet of coastal wetlands will be impacted for bulkhead backfill. The current length of shoreline at Normal High Water is 66.5' and was approved by DCM staff on 12/8/2022. Length of shoreline at Normal High Water post -construction will be 62'. Also proposed is permanent placement of the temporary floating jet ski platform which measures 10' x 14' and the relocation of existing access stairs. There are no other changes proposed to the existing docking facility. Upland fill is proposed to bring the proposed bulkhead and existing backyard to grade. The amount of upland fill is to be determined. Land disturbance from upland fill is approximately 1,550 square feet. The total approximate square footage of proposed disturbance is 1,775.
