Salisbury St, Raleigh, NC. I. Preliminary Matters 1. Call to Order and Notice of NCGS 138A-15………………….Chair Deerhake North Carolina General Statute 138A-15 mandates that at the beginning of any meeting of a board, the chair shall remind all members of their duty to avoid conflicts of interest under this Subchapter. The chair also shall inquire as to whether there is any known conflict of interest with respect to any matters coming before the board at the time. 2. Approval of Draft Minutes from January 11, 2023 Meeting II. Action Item 1. Resolution from the Public Private Partnership Called for in the 2021 CHPP Amendment (Keith Larick, Natural Resources Director for the NC Farm Bureau) One of the recommendations contained in the 2021 CHPP Amendment was the formation of a public/private partnership. It was envisioned that this partnership would be led by private stakeholders and that DEQ staff would be involved from a guidance perspective. The partnership has formed and is operating under the name SECCHI - Stakeholder Engagement for Collaborative Coastal Habitats Initiative. The first initiative coming from the SECCHI was drafting a resolution. The purpose of the resolution is to request increased funding for landowner cost-share programs on a federal and state level to reduce nutrient and other pollutant loadings entering our coastal estuaries. The CHPP Steering Committee unanimously approved support for the resolution in early February. To show broad-based support for the resolution, SECCHI members are circulating the resolution in hopes that it will be endorsed or supported by the three commissions, as well as other groups interested in working together for the cause of cleaner waters. ATTACHMENT SECCHI Resolution III. Information Item 1. NC DEQ’s Updated Stormwater Nitrogen and Phosphorus (SNAP) Tool, version 4.2. (Trish D’Arconte, Division of Water Resources) The Division of Water Resources is releasing a revised version of its Excel-based tool (SNAP4.2) for calculating average annual nitrogen and phosphorus export carried in runoff from developed areas and the reductions in export that can be provided by a large set of Stormwater Control Measures. State-level watershed management regulations require the use of this tool for new development meeting certain requirements. This tool can be used for estimating changes in nitrogen and phosphorus export in runoff through a variety of land development scenarios, many types of stormwater treatment, and stormwater retrofit projects. This presentation will provide a quick introduction to the tool and its many uses, and put its use in the context of Nutrient Management Strategies. ATTACHMENT Presentation IV.
