The only change from the previous permit involved the addition of a Total Residual Chlorine limit effective July 1, 2005. TRC must be monitored until the limit takes effect. The issue is that this facility does not have a fecal coliform limit and they do not disinfect prior to discharging into the Yadkin River. The way the permit is currently written, Blyth has no option not to monitor. for TRC, even if they don't add chlorine. The previous permit (footnote 2) gave them an option by stating "Monitoring for TRC applies only if chlorine is used for disinfection." Could the permit corrected (administratively amended?) to add the above footnote? Let me know. Thanks, Mike.
