Dear Mr. Odell:
The Division issued NPDES permit NCO060691 to Blyth Homescents International November 26, 2003.
This permit contains errors in the footnotes for Total Residual Chlorine on pages A. 2 and A. 3. The errors have
been corrected herein and the footnotes now state that the limit/monitoring requirements for TRC apply only if
chlorine is used for disinfection.
Enclosed please find the corrected permit pages. These pages should be inserted into your permit and the
old ones discarded. This permit correction is issued pursuant to the requirements of North Carolina General Statute
143-215.1 and the Memorandum of Agreement between North Carolina and the U. S. Environmental Protection
Agency dated May 9, 1994 (or as subsequently amended).
Please take notice that this permit is not transferable. This permit does not affect the legal requirement to
obtain other permits which may be required by the Division of Water Quality or permits required by the Division of
Land Resources, Coastal Area Management Act or any other Federal or Local government permit that may be
required.

During the period beginning on the effective date of this permit and lasting until expansion
above 0.02 MGD, the permittee is authorized to discharge domestic wastewater from
outfall 002. Such discharges shall be limited and monitored by the Permittee as specified

Dawn - The above permit was just reissued. The only change from the previous permit involved the
addition of a Total Residual Chlorine limit effective July 1, 2005. TRC must be monitored until the limit
takes effect.
The issue is that this facility does not have a fecal coliform limit and they do not disinfect prior to
discharging into the Yadkin River. The way the permit is currently written, Blyth has no option not to
monitor. for TRC, even if they don't add chlorine. The previous permit (footnote 2) gave them an option by
stating "Monitoring for TRC applies only if chlorine is used for disinfection." Could the permit corrected
(administratively amended?) to add the above footnote?
