The NPDES Unit received your request for a permit modification. Based on adverse comments from EPA, the
Division was required to implement daily maximum NH3 as N (ammonia)limits for non-municipal facilities,as required by the
Code of Federal Regulations. This implementation policy was adopted October 15, 2002. The daily maximum value is five
times the monthly average value (this multiplier was established based on a review of treatment capability at various non-
municipal plants). However,daily maximum values are capped at 35.0 mg/Ii regardless of the monthly average value. This
permit includes both monthly average and daily maximum limits for ammonia nitrogen.

facility. Pilot wishes to modify the existing draft permit with regard to the proposed daily limit
for ammonia. Historical analyses for the last two years indicate no exceedances of the proposed

stringent monitoring requirements.
