This Inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non -discharge Permit No. WQ0015052. The findings and comments noted during this inspection are provided in the endosed copy of the inspection report entitled "Compliance Inspection Report". Robert Tankard, Sarah Toppen and Randy Sipe with DWR inspected the wwtp with Michele Pharr, contract operator for Environlink and Chuck Bryant with Environlink. The mechanical bar screen was still In need of repair. Chicken wire was being used to screen the influent prior to entry into the eq basin. The eq pumps had been repaired and the alarms worked. The eastem train: The westem side of the aeration basin was working. Alr was not on but asked the operator to tum the air on to the aeration basin and the sludge holding tank. The operator measured the sludge blanket in the clarifier. There was approx. 4.5 feet of sludge. The disinfection system was being used. Could not see If there were tablets In the tubes or not due to safety reasons. The clear well had substantial solids in the basin. The operator backwashed one filter while the inspection was ongoing. The filters never cleared of solids. The operator stated that the backwash was blowing media into the mud well. An evaluation of the filter media must be conducted. Permit has expired and has not been applied fort No lab sheets were available. Operators log had Just been developed that day with back up operator signing the log. Advise the back operator that they could only visit 40 percent of the time and the operator needed to sign the log on his visits. The owner designated the new operator and backup operator on January 18, 2023. Those listed are not part of the contract company. The wwtp generator Is non operational. The wwtp is not secure from the public. The neighbor was using the road and the adjacent property as a park and ride area. The wwtp is not fenced. The westem train was not operational and trees were growing out of the tanks. The high rate infiltration fleld has not been corrected. The wetted acerage does not meet the permit requirements. Also, there were waist high weeds and grass growing in the fields. Also, solids and ponding was observed. The spanlsh mustangs now have access to the spray fleld where manure Is deposited through out the spray area.The irrigation nozzles had been removed where water was being deposited approximately 5 feet around the stand pipe. The residual solids are not meeting 503 requirements when they are hauled off site. Not sure where the solids are being disposed of. Operator Is using Island Septage. The owner is also operating off of an expired permit and has not resubmitted the permit application The facility was considered non -compliant.
