This subbasin is being targeted for extensive studies prior to the next basin permiting cycle of 1998. The oxygen consuming limitations were developed from a combination of level B modeling and best professional judgement given the availble water quality data and proposed treatment works. Instream monitoring requirements include water column profiles to document substandard DO concentrations at the DO sag. On July 29, 1992 a formal NPDES permit application for a 0.225 MGD expansion was also received. This letter is to provide you with the recommended effluent limitations contained in the wasteload allocation (WLA) prepared for the permit application. The subject WWTP is proposed to discharge into Contentnea Creek, which is classified as C-Swamp-NSW waters. USGS records indicate that the stream, at the discharge site, has the following streamflow statistics: S7Q10 = 34 cfs, W7Q10 = 60 cfs, 30Q2 = 103 cfs and QA =880 cfs. The streambed gradient is 0.64 ff/mile. The slow moving nature of Contentnea Creek results in substandard instream dissolved oxygen (DO) concentrations during critical conditions (i.e. warm weather/low flow periods). Substandard DO concentrations have been documented at all three DEM ambient stations located in Contentnea Creek (i.e. near Lucama, at Hookerton, and at Griffon). Also, modeling analyses, work by the Research Triangle Institute, non point source data, and field observations have indicated that the assimilative capacity of the lower Contentnea Creek is severely compromised. Therefore, the Contentnea Creek subbasin has been targeted for a comprehensive evaluation within the next five years. This office will develop a field calibrated QUAL2E model to determine the assimilative capacity of oxygen consuming wastes in the subbasin more accurately. These permit limitations were developed from a combination of desktop (Level B) modeling and Divisional procedures. You should note that these limits have not been reviewed by regional office staff, and final limits may change based on their recommendations. Please note that more stringent oxygen consuming and nutrient limitations may be required in the future when the Contentnea Creek studies are completed in preparation for the next permitting cycle for the Neuse River Basin Plan (scheduled for 1998). DEM's Technical Support Branch anticipates that effluent limitations that would approach state-of-the-art technology (i.e. BOD5 = 5 mg/I and NH3-N = 2 mg/1) may be required. Also, the findings of the nutrient loading study may indicate a need for further nutrient reductions in the subbasin. Therefore, it is recommended that you consider this in your design plans and allow for plant flexibility to comply with more stringent NPDES permit limitations in the future.
