Subject: Engineering Alternatives Analysis Permit NC0061638 Amherst WWTP Wake County In January 2005, Division personnel reviewed the Engineering Alternatives Analysis (EAA) dated November 9, 2004 and submitted to this office by Withers & Ravenel, Inc. on behalf of FMRK, LLC (Brighton Forest) and Aqua North Carolina (Heater Utilities). We have now received your letter dated February 23, 2006 requesting that the requirement in your permit to conduct a similar analysis be satisfied by this same EAA. As indicated at the time of the most recent renewal for permits NC0066150 (Brighton Forest), NC0062715 (Heater Utilities -Crooked Creek), NC0061638 (Carolina Water Service -Amherst), and NC0035181 (NC Center for Mature Adults), the Division is interested in the possibility of some or all of these four facilities consolidating or connecting to other existing facilities due to their close proximity to one another and to concerns that the receiving stream may be nearing its assimilative capacity. The analysis submitted by Withers & Ravenel, Inc. examined seventeen alternatives, including those pertaining to Amherst WWTP. Submittal of this EAA satisfies the requirement of permit NC0061638. After careful review of the alternatives and costs presented in the analysis and consideration of your facility's good compliance history, the Division has concluded that the continued operation of the Amherst Wastewater Treatment Plant is the most environmentally sound alternative from all reasonable cost-effective options. Dear Dawn: It has come to the attention of Carolina Water Service/Nero Utilities that an EAA has been completed for Middle Creek by Withers & Ravenel. Crooked Creek, Brighton Forest, and Amherst WWTP are included. Carolina Water Service/Nero Utilities would like to use this EAA for our compliance purposes. I have spoken with Michael C. Wicker at Withers & Ravenel about sharing the cost with the other two entities. Mr. Wicker has agreed to contact all parties involved for cost distribution.
