Dear Mr. Moye:
The Division of Water Quality (DWQ) has found typographical errors in the special
conditions page of the NPDES permit issued to you on September 18, 2000. Please find
enclosed the revised permit page. The revised page should be inserted into your permit.
The old page may then be discarded. All other terms and conditions contained in the
original permit remain unchanged and in full effect. This permit modification is issued
under the requirements of North Carolina General Statutes 143-215.1 and the
Memorandum of Agreement between North Carolina and the U. S. Environmental
Protection Agency.
If any parts, measurement frequencies or sampling requirements contained in this permit
modification are unacceptable to you, you have the right to an adjudicatory hearing upon
written request within thirty (30) days following receipt of this letter. This request must
be a written petition conforming to Chapter 150B of the North Carolina General Statutes,
filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North
Carolina 27699-6714). Unless such demand is made, this decision shall be final and
binding.

A. (2.) Total Nitrogen Monitoring
The Permittee shall calculate the annual mass loading of total nitrogen as the sum of quarterly loadings,
according to the following equations:
(1) Quarterly Mass Loading (lb/quarter) = TN x Q x 8.34
where:
TN = the average total nitrogen concentration (mg/L) of the composite samples collected
during the quarter
Q = the total wastewater flow discharged during the month (MG/quarter)
8.34 = conversion factor, from (mg/L x MG) to pounds
(2) Annual Mass Loading (1b/year) = E (Quarterly Mass Loadings) for the calendar year
The Permittee shall report the total nitrogen concentration for each sample and the quarterly
mass loading in the appropriate monthly self -monitoring report. The annual mass loading of total
nitrogen shall be reported in the December self -monitoring report.
