Dear Mr. Moye:
The Division of Water Quality (DWQ) has found typographical errors in the effluent
limitations and monitoring requirements page of the NPDES permit issued to you on
September 18, 2000. Please find enclosed the revised permit page. The revised page
should be inserted into your permit. The old page may then be discarded. All other
terms and conditions contained in the original permit remain unchanged and in full
effect. This permit modification is issued under the requirements of North Carolina
General Statutes 143-215.1 and the Memorandum of Agreement between North Carolina
and the U. S. Environmental Protection Agency.
If any parts, measurement frequencies or sampling requirements contained in this permit
modification are unacceptable to you, you have the right to an adjudicatory hearing upon
written request within thirty (30) days following receipt of this letter. This request must
be a written petition conforming to Chapter 150B of the North Carolina General Statutes,
filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North
Carolina 27699-6714). Unless such demand is made, this decision shall be final and
binding.

1. Sample locations: Effluent, Influent, Upstream at Highway 123, Downstream at the NCSR 1004 Bridge. All
instream monitoring shall be conducted weekly during the months of June, July, August and September and twice
per month during the rest of the year.
2. The monthly average effluent BOD5 and Total Suspended Residue concentrations shall not exceed 15% of the
respective influent value (85% removal)
3. The daily average dissolved oxygen effluent concentration shall not be less than 6.0 mg/L.
4. See Part I. A. (2.) for specific instructions.
5. Compliance shall be based upon a quarterly average of weekly samples
6. The pH shall not be Less than 6.0 standard units nor greater than 9.0 standard units.

Dear Ms. Jackson:
I have received our N.P.D.E.S. Permit, and I have one item of the permit I would like
to change. I would like to request a change in the weekly average Fecal Coliform limit.
Because M.S.L.D. is a small system with no in-house laboratory, samples have to be
taken to a lab in Greenville. We appreciate the fact that our measurement frequencies are
for the most part weekly. However, Fecal Coliform is based on geometric mean; and, if
we have a weekly limit, samples have to be taken at least twice a week There are so
many ways for a Grab Sample to become contaminated, and I do not usually hear from
the lab until the week after I have taken my weekly sample. If I didn't have to worry
about chlorine residual like some of the towns around us, then we could shoot the
chlorine to the contact basin and never worry about Fecal Coliform. However, we have a
28 microgram limit.
Based on the above information, I am requesting that the weekly limit on Fecal
Coliform be lifted. If the limit is lifted, I won't have to concentrate so much time and
money on one characteristic.
