JAY ZIMMERMAN Director Subject: Application for Temporary Waiver of NPDES Electronic Reporting Application Status: Approved NPDES Permit NC0061492 Maury Sanitary Land District WWTP Green County Class 2 Facility Dear Mr. Moye: The Division of Water Resources (DWR or the Division) received your waiver request on February 17, 2017. After consideration, DWR has determined that your eDMR waiver request is approved for a temporary 18-month waiver period beginning on February 21, 2017 and lasting until August 21, 2018. Please note that DWR's approval of a waiver request is restricted by Rule to either: 1. Is physically located in a geographic area (i.e., zip code or census, tract) that is identified as under -served for broadband internet access in the most recent National Broadband Map from the Federal Communications Commission (FCC); or 2. Demonstrates that such electronic reporting of the monitoring data and reports would pose an unreasonable burden or expense to the NPDES-permitted facility. After consideration of submitted documents received on February 17, 2017, it has been determined that Maury Sanitary Land District satisfies the requirements described above [see (2.)]. Information provided by your consultant, Cecil G. Madden, Jr., P.E. of McDavid Associates, Inc. states that the Maury Sanitary Land District has limited financial, personnel, and technological capacity that prohibits the permittee from meeting current NPDES electronic Discharge Monitoring Report (eDMR) requirements. Please be reminded that after the temporary 18-month waiver period specified above, the permittee will be required to submit discharge monitoring reports electronically through the internet. The final NPDES Electronic Reporting Rule was adopted and became effective on Dcccmbcr 21, 2015.
