Enclosed are an original and one copy of the Town of Pembroke's Pretreatment Annual Report (PAR) for
the period ofJanuary 1, 2022 through December 31, 2022.
The Town of Pembroke's Pretreatment Program is a modified program. As such, we are submitting a
narrative that contains information on the only SIU, the Pretreatment Program Information Database
Form, the PPS Form and the Historical SNC Report.

General Program Information:
The Town's POTW is currently undergoing modifications that will eventually lead to an increase in its
permitted discharge. Headworks modifications are underway now and further expansion construction
will commence later this year. Completion of these modifications will affect the HWA and may change
Pembroke's pretreatment status as a modified program.
In 2022 the Town of Pembroke had only one SIU — Steven Roberts Original Desserts. After the Town
modified Steven Roberts' IUP in November 2020, there have been no permit violations for limits. No
NOVs were issued to Steven Roberts in 2022.
A pretreatment compliance inspection for the Town of Pembroke was not conducted in 2022. The Town
did not receive NOVs in 2022.
The HWA, sewer use ordinance, enforcement response plan, and industrial users permits are all up to
date. Sampling for the STMP will begin in August 2023 and will be conducted every quarter in
preparation for the HWA renewal due in October, 2024. Dates in the Pretreatment Program Info
Database (attached) are correct. E-mail addresses for Mr. Thomas and Mr. Deese changed from
".com" to ".gov" so they are incorrect on the Program Info Database. They are now:
tvler9pembrokenc.gov and [e-mail].

The Town conducted an Industrial Waste Survey in 2022. Results of the survey were reported to the
Division on December 14, 2022. No new Sills were identified. Pretreatment coordinator Octavio
Henriquez requested that the Town complete filling out the new IWS submission format spreadsheet with
information he was not able to glean from the report. The Town is in the process of doing so now.
The PPS was completed and attached to this report. The historical SNC report was changed to indicate
that Steven Roberts was in Significant Non -Compliance for all of 2019 (this was reported in the
Amended 2019 PAR required by the July 24, 2020 NOV that was approved on September 22, 2020. It
was also reported in the PAR for 2020 and the PAR for 2021).
General IUP Information:
Steven Roberts Original Desserts' IUP was issued to Steven Roberts Original Desserts on 02/21/17. It
was modified on 12/11/17 and re -issued. That permit was effective until 07/31/2020. Steven Roberts
requested that its IUP be re -issued on July 31, 2020. The permit was issued to Steven Roberts effective
August 1, 2020 and will remain effective until February 29, 2024. The modification of the permit in
November, 2020 increased limits for both BOD and TSS but did not change the effective date.
SIU Information:
Steven Roberts Original Desserts. The parent company's name was changed to Steven Charles — A
Dessert Company, however the plant in Pembroke continues to do business as Steven Roberts Original
Desserts and requested that the name on the IUP remain the same.
Steven Roberts bakes cake products and distributes them to various markets. Process wastewater is
separate from domestic sewage and flows to a large (10,000 gallon), pre -cast grease trap. Effluent from
the grease trap flows to the Town's collection system. Samples are collected at the Town manhole
where Steven Roberts' effluent enters the collection system.
Steven Roberts was in compliance with its BOD and TSS limits for all of 2022 and therefore did not
receive an NOV. It has continued to clean its grease trap regularly which helps to ensure limit
compliance.
On June 8, 2022, the production facilities at Steven Roberts were inspected by Mr. Deese for compliance
with provisions of the IUP. No violations were identified.
