Dear Mr. Huneycutt:
A letter of request for Authorization to Construct was received November 26,
1985, by the Division and final plans and specifications for the subject project
have been reviewed and found to be satisfactory. Authorization is hereby granted
for the construction of a 0.100 MGD wastewater treatment facility consisting of
an influent bar screen, a comminutor, two (2) 50,000 gallon capacity aeration
compartments, each equipped with an aeration/clarification module, a 20,000 gallon
capacity digester, four (4) blowers capable of delivering 180 CFM each, two (2)
2000 gallon capacity chlorine contact tanks, each equipped with dual tablet chlorina-
tors, an effluent pump station equipped with dual 150 gpm submersible pumps and high
water alarms, approximately 1470 lineal feet of 4-inch force main, a 60 KW auxilliary
diesel generator and all associated valves, piping and appurtenances to serve the
Queens .Harbor Condominiums located in Mecklenburg County.
This Authorization to Construct is issued in accordance with Part III
paragraph B of the NPDES Permit No. NC0062863 issued October 25, 1985, and shall
be subject to revocation unless the wastewater treatment facilities are constructed in
accordance with the conditions and limitations specified in Permit No. NC0062863.
The Permittee must employ a certified wastewater operator in accordance with
G.S. 143.215.1 and in a manner approvable by the North Carolina Division of Environ-
mental Management.
The Mooresville Regional Office, telephone number 704/663-1699 shall be
notified in advance of operation of the installed system so that an in -place inspection
can be made. Such notification to the Regional Supervisor shall be made during the
normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday. excluding
State Holidays.

In the event the facilities fail to perform satisfactory
its•NPDES permit effluent limits, the Permittee shall take'such immediate
action as may be required by this Division, including the construction of
wastewater treatment and disposal facilities.
