Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to
the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as
subsequently amended).
This final permit includes no changes from the draft permit sent to you on July 20, 2005. Please be aware
of the following changes found in this permit that are not contained in the current permit:
• A Total Residual Chlorine (TRC) daily maximum limit has been added; however the limit will
not become effective until April 1, 2007 (18 months following the effective date of the
permit).
• Daily maximum limits for ammonia have been added to the permit. These limits shall become
effective on October 1, 2005, the effective date of the permit.
• The permit contains a requirement for you to submit a report documenting the current and
future availability of sewer service at your location, due no later than April 1, 2006 (180 days
following the effective date of the permit). The report should be submitted to the Division of
Water Quality's Point Source Branch at the letterhead address.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable
to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days
following receipt of this letter. This request must be in the form of a written petition, conforming to
Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative
Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is
made, this decision shall be final and binding.

Gaston County
to receiving waters designated as an unnamed tributary to McGill Branch in the Catawba River
Basin in accordance with effluent limitations, monitoring requirements, and other conditions set
forth in Parts I,11, III and IV hereof.
This permit shall become effective October 1, 2005.
This permit and authorization to discharge shall expire at midnight on August 31, 2010.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are
hereby revoked. As of this permit issuance, any previously issued permit bearing this number is
no longer effective. Therefore, the exclusive authority to operate and discharge from this facility
arises under the permit conditions, requirements, terms, and provisions included herein.
Berkley Oaks, LLC is hereby authorized to:
1. Continue to operate an existing 0.036 MGD wastewater treatment facility with the following
components:
• Influent bar screen
• Diffused aeration system
• Clarifier
• Tablet chlorination
• Flow meter
• Aerated sludge holding tank
This facility is located at the Berkley Oaks MHP (formerly the Ramsey MHP) on NSCR 1112
southwest of Gastonia in Gaston County.
2. Discharge from said treatment works at the location specified on the attached map into an
unnamed tributary to McGill Branch, classified C waters in the Catawba River Basin.

5. Directions to site: From the jct. of Hwy. 321 and SR 1103 (Crowders Creek Rd.), travel
southwest on SR 1103 z 1.9 miles and turn right onto SR 1130 (Chapel Grove School Rd.).
Travel = 0.2 miles and turn left onto SR 1112 (Bethany Rd.). Travel Z 0.3 miles and turn left
onto Jeran Lane (no SR number). The WWTP is located at the end of Jeran Lane.

C. Describe receiving stream features and pertinent downstream uses: Flow was
observed at the time of the site inspection. The receiving stream was = 3-4 feet wide
and 3-6 inches deep at the point of discharge. Downstream uses are typical for class
C waters.
PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS

facilities consist of a bar screen followed by aeration (diffused), clarification, tablet
disinfection, a flow meter with totalizer, and an aerated sludge holding tank.

g. Possible toxic impacts to surface waters: None other than chlorine.
h. Pretreatment Program (POTWs only): Not Needed.
2. Residual handling and utilization/disposal scheme: Residuals are removed by Stanly
Septic Tank Service and hauled to Charlotte -Mecklenburg Utilities' McAlpine Creek
WWTP in Mecklenburg County for disposal. Screenings are disposed of at Long Creek
WWTP (Gastonia).

PART IV - EVALUATION AND RECOMMENDATIONS
The permittee, Berkley Oaks, LLC, has requested renewal of the subject Permit.
A review of the past year's self -monitoring data, from 04/2004 through 03/2005, revealed
two Ammonia Nitrogen Violations (monthly average) during the months of July and August.
Residuals Chlorine is being reported at <0.01 mg/l. It is requested that the TRC be limited. Please
note that a stream action level of 17 µg/l has been established for TRC to protect the receiving
stream against chronic toxicity effects and 28 µg/1 has been set as the maximum allowable effluent
TRC concentration to protect against acute toxicity effects.
Pending review and approval by P&E, it is recommended that the permit be renewed to
include the changes noted above.

Sludge management plan and policy for this plant is as follows:
Sludge generated during normal operations is pumped to an aerated
sludge holding tank. Stanley Septic Tank Company pumps the tank
and hauls it to a certified dumping facility in Charlotte, North
Carolina, Irwin Creek WWTP. Bar screenings are disposed of at
Long Creek WWTP.
