Good afternoon Ms. Georgoulias and Ms. Kay,
I am writing in regard to Honda Power Equipment Manufacturing (COC #NCGO3O329). Mid -Atlantic Associates has been
engaged by Honda to assist in matters related to their stormwater permit, beginning Q12023.
One of the primary tasks Mid -Atlantic is working on for Honda is updating their SWPPP. We have visited the site and
evaluated the outfalls, site practices/processes, and drainage areas, and have identified several changes we would like
to see:
1. Obtain Representative Outfall Status for Outfalls HPE-2 and HPE-3 (retaining quantitative monitoring at HPE-1).
Activities and analytical results at the site are similar within each outfall. We have begun preparing the Request
Form, and you should be receiving that soon.
2. Eliminate quantitative monitoring at Outfall HPE-4. Based upon our observations and discussions with Honda,
NO industrial activity takes place at this outfall, therefore this outfall should not be subjected to quantitative
monitoring. We propose to continue qualitative monitoring at this outfall.
3. Obtain Tier II Relief for Outfall HPE-1. Historically, Outfall HPE-1 has had a handful of nominal exceedances for
Copper (and occasionally Zinc). We would like to request relief from Tier II status at this outfall. Based on our
evaluation of site activities and processes, there are no illicit discharges or poor housekeeping practices that are
contributing to these detections of Zinc and Copper. It is my understanding NCDEQ conducted a stormwater
inspection earlier this year and came to the same conclusions.
We would like to have a discussion at your Division's earliest convenience regarding these matters. We are happy to
meet in person at the site to discuss and walk the areas in question if needed. Is there a convenient time in the near
future that you would be available to meet with us? If a virtual meeting makes more sense, we can easily accommodate
that as well.
Honda and Mid -Atlantic are looking forward to meeting and discussing the site and permit with you. If you have any
