Salisbury St, Office 640E Raleigh, NC 27604 Subject: SWA000181; HIBS Wolfspeed Stormwater Management Plan Fast Track Comment Response Dear Mr. Farkas, Please find enclosed the revised documentation requested for the HIBS Wolfspeed Project. The attached items include: Ix electronic copy of the letter giving Wes Feinman authority to sign on behalf of the Applicant, Whiting - Turner (A hard copy of this item was provided, however an electronic copy does not appear to have been uploaded to our file repository). 2x hard copies & Ix electronic copy of the revised pages of the Application (revised pages can be slip - sheeted into the otherwise correct & complete Application that we already have). 2x hard copies & Ix electronic copy of any other items needed to address the above comments. The comments provided in the email dated 2/21/2023 have been noted. Our responses are below in red: ➢ Part E5 of the Application —The project density does not appear to be calculated correctly. For projects without existing BUA, project density is calculated as Proposed New BUA (3,613,628 sf) divided by the Total Project Area (19,086,776 sf). 3,613,628 sf / 19,086,776 sf = 18.93% (18.84% is shown in the Application). Please revise as needed. ■ The submitted application has been revised to reflect the correct impervious percentage. ➢ Part F7 of the Application — Please initial this item as being provided since documentation showing that Wes Feinman can sign on behalf of the Applicant, Whiting -Turner, and documentation showing that the Applicant, Whiting -Turner, is active and in good standing with the Secretary of State were provided. ■ The submitted application has been revised as requested. ➢ While not required for the approval of the ATC Permit, the following items were noted with the design. Per 15A NCAC 02H .1003(4)(b), "Vegetated setbacks may be cleared or graded, but shall be replanted and maintained in grass or other vegetation". At the provided scale, it is unclear if the riprap apron is within our outside of the vegetated setback. This item does not need to be corrected for ATC Approval, but must be addressed prior to Final Approval. ■ The outlet protection for wet pond #S will be located outside of any stream buffers or vegetated setbacks. o This project is located within 5 miles of an airport (Siler City Municipal). While not required, it is strongly recommended to use SCMs that do not promote standing water in accordance with G.S. 143- 214.7(c3)(https://www.nclea.gov/EnactedLegislation/Statutes/HTMLBySection/Chapter 143/GS 143- 214.7.html). Alternative SCMs that can be used within the 5 mile radius of a public airport are outlined in Part E-4 of the Manual (https:Hdeq.nc.gov/media/9977/download). ■ Through internal project discussions, the potential of alternative Bws was discussed, but ultimately, the decision to move forward with wet detention ponds was settled upon.
