Director Eric Rifkin -Assistant Vice President Eatons Crossing NC LP 56 Hunter Street - Suite 110 Apex, NC 27502 Mr. Rifkin, NORTH CAROLINA Environmental Quality February 17, 2023 Subject: Compliance Evaluation Inspection Permit # WQ00033097 Facility: Eatons Crossing Irrigation System Warren County On February 13, 2023, Jim Westcott from the Raleigh Regional Office visited your wastewater treatment and spray irrigation system and met with Dennis Wilson to evaluate compliance with the subject permit. The facility is permitted for the operation .02469 (MGD) wastewater treatment and irrigation facility consisting of a dual -train wastewater treatment plant with an electromagnetic influent flowmeter, a 3 mm fine screen with automatic auger and screening press, a .009466 gallon flow equalization tank with a course -bubble diffuser served by two 360 CFM blowers and two 35 GPM pumps, two .009605 gallon anoxic tanks each served by two 2.1 Hp submersible mixers and a 2.5 GPH carbon -source metering system, two .006744 gallon aeration tanks each with fine -bubble diffusers served by dual 245 CFM blowers and a 2.5 GPM alum metering system for phosphorous removal, two flat plate membrane bioreactors (MBR) each with a 15 ft2 membrane area with an air -scour system served by the aforementioned dual 245 CFM blowers and two 210 GPM anoxic recycle pumps, a 325 gallon storage tank for membrane cleaning, a .0011 gallon chemical cleaning/storage tank, a .015 gallon aerobic digester with a course -bubble diffuser served by the aforementioned dual 245 CFM blowers, an ultraviolet disinfection unit with two banks containing four UV lamps each, a concrete lift station with dual 70 GPM pumps, an electromagnetic effluent flowmeter, a 125 kW auxiliary generator for backup power supply to essential treatment units, a 0.9 MG synthetically -lined wet weather storage pond, dual 124 GPM irrigation dosing pumps, a 10.7 acre spray irrigation area containing 10 zones and all associated piping, valves, controls, and appurtenances with no discharge of wastes to surface waters. Section I (1) of the subject permit requires the permittee to request renewal of the permit no later than six months prior to the expiration of the permit on official division forms. Division records indicate the required annual fee for the period ending August 31, 2022, due May 2, 2022, has been paid. Findings during the inspection were as follows: At the time of inspection, required logbook, maintenance and ORC records, irrigation calibration records, spill prevention plan, residuals management plan, annual standard soil fertility analysis, NDMR and NDAR-1 records were submitted as required and available for review. All records were organized and available for a period of five years. The overall condition and integrity of the wastewater system and facility grounds were properly managed. At the time of inspection, the ORC was on -site and gave a comprehensive tour of the treatment system and its components. The membranes are back pulsed as required based upon a pressure increase and the decrease in flux from the system. The reject waters are returned to the influent basin. The facility grounds and lagoon perimeter were securely fenced with proper signage and the liner was clean and in good condition. The freeboard level was clearly delineated with 67" of available volume. Meritech laboratory draws effluent samples for analysis. No discrepancies in the data were noted and the facility is drawing the required samples at the frequency required by the permit. Influent and Effluent flows are recorded from in line magnetic meters. Maintenance activities are recorded weekly and monthly for all service equipment and facility grounds. A moisture sensor and visual/audible alarm is located at the pump house with the control panel. Effluent discharge to the spray field is controlled by A VFD and flow/duration are data logged and recorded each spray event per zone selected. The spray field was well maintained, secured with proper signage and good condition with no signs of ponding. Residuals from the facility are documented and removed from the facility as required by Granville septic and transferred to the Warren County WWTF for disposal. Annual standard fertility tests are conducted through NCDA&CS Department of Agriculture. All metering equipment and calibrations are conducted through Chadwick Instrumentation. The system has an integrated auto dialer for mechanical and/or emergency callout response. The on -site backup generator auto cycles each Monday and is maintained with a service contract annually.
