Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Forest City WTP on
2/07/2023. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in NPDES WW Permit No. NC0074306. The findings and comments
noted during this inspection are provided in the enclosed copy of the inspection report entitled
"Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Lauren Armeni and Mara Chamlee, with the Asheville Regional Office, conducted a Compliance
Evaluation Inspection of the Forest City WTP on February 7, 2023. This inspection was conducted to
determine whether the facility is being operated and maintained in compliance with NPDES Permit No.
NC0074306. Mr. Jesse Hill (ORC) and Mr. Jason Webb (BORC) were present and assisted in the
inspection.
Ms. Armeni discussed the possibility of rescinding the NPDES permit with Mr. Hill and Mr. Webb
because the WTP has not had a discharge from the settling basins since 1996. Ms. Armeni confirmed
with Mr. Sonny Penson (Public Works Director) that the Town would like to keep this permit.
The valve from the wet well to the effluent pipe is closed off. The decant water from the basins is
pumped back to the head of the facility. The basins are alternated to allow solids to dry for removal.
Solids are removed and land applied by Southern Soil Builders. Access is not being maintained to the
outfall. The ORC stated if they needed to discharge they would have the Town staff clear a path to
the discharge pipe and sample as needed. Mr. Webb indicated that an eventual goal would be to
install a pump station and connect the WTP to the Forest City Collection System. The receiving
stream is an Unnamed Tributary to the Second Broad River. Town staff report that the discharge point
is a dry ditch. IWC would be 100% if the facility ever did discharge.

There are no special conditions listed within the current permit. Visitation and reporting
requirements have been waived since 2008 because the facility has not discharged
since 1996. Mr. Webb indicated that they would submit the renewal application as soon
as possible.
