In 2021 and 2022, Hilltop had several repairs to the system that were out of our control and unseen. There repairs have been expensive.... In 2021, the former septic tank company I used did not have any help and would not pump our tanks... DWR Response: WSRO believes that the Permittee's non-compliance was unintentional. DWR Response: The Division has reviewed site conditions, subsequent repairs, and records, and concurs with the permittee assessment. Therefore, in accord with Assessment Factor (e), WSRO recommends remitting 100% of penalties but retaining enforcement costs.
