I wanted to follow up our conversation yesterday with a short e-mail.
As we discussed yesterday and based on my review of the drawings you sent me, I understand that the indicated blue
feature identified as JS (on the attached plan) was delineated/identified by Michael Baker. Typically the Corps would
receive a jurisdictional determination request with the data prepared by the consultant prior to any on site field view. I
was wondering if NCDOT was going to submit an jurisdictional determination for the roadway or not. I was wondering if
that has been determined or not. Whether there will be a jd request or not, without some additional information
about the identified feature, I am unable to inform you on the feature's jurisdictional status. If you had any delineation
information/photographs of the feature that you could share, that may help me with determining if a desktop
determination could be conducted. And if I can't conduct a desktop determination, I would see if some arrangements
could be made for someone to get to the site and meet you in the next few weeks.
As a heads up, Art, I wanted to give you a couple of comments on the attached site plan. I see that this is a loop road
there are two separate entrances (from the same State Route) into the site and it appears that this road only serves the
industrial site (and maybe the building by the left arm of the proposed roadway) . If the proposed roadway would
require a permit, the Corps will be asking some questions. You know all the usual questions such as identifying logical
termini, project purpose and need, identifying if the project would meet single and complete definition, details on why
two entrances to the state road are required and identification of steps taken to design the roadway to avoid impacts to
waters, then minimize the unavoidable impacts, and finally to provide mitigation for the minimized unavoidable
impacts. Likely we would also ask if the proposed industrial park would be preparing a jd and requiring any Corps
authorizations.

As a follow-up to our phone conversation on 2/9/2023; please see the email below from Division 8 Project Manager,
Greg Davis, PE.
The attachments are design proposals for the Leap Frog Economic Development Project (HE-0013) roadway in Scotland
County. The final design selected will ultimately depend on the Jurisdictional determination of the channel/ stream
depicted on the concept plan drawings. Our goal is to find the least impactful design for minimization and avoidance
and, the reduction of mitigation cost while still providing a safe roadway that meets the needs of the development.

Art,
Please find attached the concepts for the access road and US 15-501 improvements for Project Leap Frog. These
attachments show the preferred location of the northern driveway in to new access road which is on top of the possible
jurisdictional stream. The other drawing is a possible minimization that will need to be coordinated with the design
team for the proposed fire station to the north.
The project will consist of creating a new access road into the Scotland County industrial site off of US 15-501 just north
of the US 401/US15-501 interchange in Laurinburg in Scotland County. This new access road will feature a northern
driveway with turn lanes for transfer truck access. The southern drive will be for employee parking and a loop road will
connect the two drives on the property infront of the new industry, SoPackCo. The loop access road will be 24' of
pavement for two-way traffic. The roadway will be shoulder section. The new access road will also extend to the north
behind the proposed fire station being constructed by the City of Laurinburg. To serve this new access road,
improvements on US 15-501 will consist of the construction of left turn lanes and right turn lanes at the new drives with
a 3-lane section with a center turn lane between the driveways. Widening on US 15-501 will be symmetrical, and lanes
will consist of 2 to 3 twelve foot lanes with a 2' paved shoulder on each side and a total shoulder of 6'. With the current
shoulder width, the widening and new shoulder will tie to the bottom of the existing ditch.
