The attachments are design proposals for the Leap Frog Economic Development Project (HE-0013) roadway in Scotland County. The final design selected will ultimately depend on the Jurisdictional determination of the channel/ stream depicted on the concept plan drawings. Our goal is to find the least impactful design for minimization and avoidance and, the reduction of mitigation cost while still providing a safe roadway that meets the needs of the development. These attachments show the preferred location of the northern driveway in to new access road which is on top of the possible jurisdictional stream. The other drawing is a possible minimization that will need to be coordinated with the design team for the proposed fire station to the north. The project will consist of creating a new access road into the Scotland County industrial site off of US 15-501 just north of the US 401/US15-501 interchange in Laurinburg in Scotland County. This new access road will feature a northern driveway with turn lanes for transfer truck access. The southern drive will be for employee parking and a loop road will connect the two drives on the property infront of the new industry, SoPackCo. The loop access road will be 24' of pavement for two-way traffic. The roadway will be shoulder section. The new access road will also extend to the north behind the proposed fire station being constructed by the City of Laurinburg. To serve this new access road, improvements on US 15-501 will consist of the construction of left turn lanes and right turn lanes at the new drives with a 3-lane section with a center turn lane between the driveways. Widening on US 15-501 will be symmetrical, and lanes will consist of 2 to 3 twelve foot lanes with a 2' paved shoulder on each side and a total shoulder of 6'. With the current shoulder width, the widening and new shoulder will tie to the bottom of the existing ditch. Please let me know if you need any additional information.
