SUBJECT: Start of Study Memorandum – Construct new access road and upgrade
construction access road to the Laurinburg/Scotland Industrial Site
and improve US 15/501 (Aberdeen Road) from the Laurinburg and
Southern Railroad crossing south of SR 1301 (Plant Road) to a point
north of the proposed Laurinburg North Fire Station in Scotland
County, North Carolina, STIP Project No. HE-0013
NCDOT Highway Division 8 is beginning the project development, environmental, and
engineering studies for an economic development project in Scotland County. The project
proposes to construct new access road and upgrade construction access road to the
Laurinburg/Scotland Industrial Site and improve US 15/501 (Aberdeen Road) from the
Laurinburg and Southern Railroad crossing south of SR 1301 (Plant Road) to a point
north of the proposed Laurinburg North Fire Station. The project length is approximately
½ mile along US 15/501. The project is scheduled to begin construction in early 2024.
The attached figure shows the vicinity map for the proposed project. NCDOT is
preparing a Minimum Criteria Determination Checklist and has made the preliminary
determination that the project will not proceed through the Merger Process.
In lieu of holding an in-person scoping meeting, NCDOT is providing the attached
project information and maps. We welcome your input on the proposed project, and we
would appreciate any information that may be helpful in evaluating the potential
environmental effects. If applicable, please identify any permits or approvals that may be
required by your organization. Please provide your input by February 28, 2023.
