Because the methodology used to analyze the Monroe Bypass contains a near identical flaw to that invalidated by the District Court we ask that the Division of Water Resources revoke NCDOT’s Water Quality Certification for the Bypass unless and until NCDOT has produced an analysis that separately forecasts growth for the “Build” and “No Build” scenarios.
