Project Limits Railroad crossing south of Plant Road to point north of the proposed Laurinburg North Fire Station Typical Section New Road – 2-lane undivided; US 15/501 – 3-lane with right turn lanes onto new road Access Control None Design Speed US 15/501: 50 MPH; Access Roads: 25 MPH Right-of-Way Width Varies Physical or Engineering Constraints Rail Crossing; Loop Road Access to Adjacent Laurinburg Scotland Industrial Site; Utilities (gas, water, sewer, electric, fiber). Other Considerations Potential Wetland and Surface Waters; FEMA Floodplain Survey Request Date Design Plan Laurinburg Scotland Industrial Site Plan (01/16/2020) Construction Recommendation Include relevant information from the Construction Recommendation Excel Sheet. Consultant Involvement Yes. Michael Baker providing engineering, planning, and utility coordination Project History Planning Studies None SPOT Description N/A Feasibility Studies None Problem Statement Provide any previous problem statements from the CTP or Feasibility Study. Alternatives Previously Dismissed and Why None Purpose & Need Purpose The proposed roadway improvements would provide access to the Laurinburg/Scotland Industrial Site, while maintaining mobility in this area along US-15/501. Need(s) The Laurinburg/Scotland Industrial Site in Scotland County will house the City of Laurinburg North Fire Station and up to two industrial operations. Fire trucks and trucks carrying supplies and products will access and egress from the site via US 15/501. Cars carrying employees will also need to access and egress the new industrial park. Traffic volumes are estimated to be more than 40 trucks and 400 cars entering and leaving the site on a daily basis and are expected to increase over time. Turn lanes along US 15/501 and separate entrances for cars, trucks, and maintenance and emergency vehicles are needed to maintain traffic flow along US 15/501 and prevent conflicts. Supporting Data Are there any studies or other documents that demonstrate the need for the project? For example, if the project is needed because of traffic congestion, has a forecast been prepared?
