That would be very different from the 401 for the Monroe Bypass that authorized no construction at all. Attached you’ll find a list of commission members, SELC’s letter requesting an audience, and Turnpike Authority’s answers to prior questions raised by the LGC. Steve is hoping that you’ll have an opportunity to call him in advance so that you can chat prior to the meeting. His number is 707-2705. I’ll provide your number to him. There is not a specific agenda other than “NCTA Bond Issue Approval”. We anticipate a short presentation by us on the latest Plan of Finance. SELC has asked to speak to the group and given past history I am sure they will allow it. Attached is a letter from SELC to the LGC regarding the permitting issue – not a surprise – we expected it. Also attached is a list of the LGC membership, and a copy of a letter I sent to the LGC regarding permitting history and the issue of the permit condition which “does not authorize construction”. This statement - “does not authorize construction” – is what SELC is continuing to argue as a condition which means we really don’t have a permit. This is what Chuck will need to be prepared to comment on. He will not need to give a presentation or anything that elaborate – he just needs to be able to deflect the SELC arguments. I might be good for he and I to chat a bit sometime before the meeting. Thanks much for your help! Steve 1
