This variance request is for 15A NCAC 02T .0305: Top slope of embankments or cuts of 2 feet or more vertical height. This project will not be able to meet this requirement for approximately 327 LF of sewer line along Page Road. The existing sewer main is located along Page Road east of the site and the close proximity of the river and culverts under Page Road result in steep topography in the area. In order to tie into the existing main, the proposed sewer line will need to run in the proximity of these steep side slopes on either side of Page Road. A 15' wide shelf centered on the proposed sewer line has been shown on the south side of Page Road for access and protection of the sewer line where the line will run in line with the slope. If watermain requirements are met, then the 2T requirements are met. I explained that if the engineer that singed/sealed the application (you, Mr. Joe Bryant) sent me an email confirming that the portion of the line would meet the watermain standards, then I would include that email with the application, and we (NCDWR) would proceed with issuance of the sewer extension permit. As the signing/sealing engineer, based on your email below from 2/21 stating that watermain standards will be met, we plan to issue the permit. Basically, I think that instead of a variance being issued, the portion of the line that cannot meet the separation requirements for embankment slopes should instead meet watermain standards. And if it meets watermain standards, then it meets Rule requirements (see the Rule snippets I included in my January 61h emails below). If you would like to pursue a variance instead of meeting watermain standards, you'd need to speak with Charlie Miller in our Central Office (he's included on this email). However, I'm not sure if a variance would be considered in this situation, and instead watermain standards would be required to be met. The fast -track program does not require construction plans to be submitted unless specifically requested, and we don't "approve" plans. If the project doesn't meet the separation requirements of 15A NCAC 02T .0305(f), then it will have to meet the requirements of 15A NCAC 02T .0305(g)(5), which references the watermain standards of 15A NCAC 18C, particularly Section .0406 and the AWWA. And the signing engineer should confirm that, as they are certifying that it does by submitting the sealed fast -track application. And if the engineer feels there is a valid reason that watermain standards cannot be met, they can apply for a variance (however, I think our Central Office that reviews variance requests would require that watermain standards be met instead of a variance being issued, unless there was some sort of extenuating circumstances). So the construction plans should specify that the entire portion of line that doesn't meet .0305(f) (separations) meets watermain standards instead, including the line being DIP, C900 PVC or HDPE and fused or mechanical joints that meet watermain standards and prevent leakage, and it should be constructed and will need to be tested to watermain standards. This should be clear on the plans and in the project specifications as well. (With all that said, once the project is complete, the Engineering Certification process does require that as -built plans be submitted, and we'll probably review them then to ensure that the line meets the watermain standards, as best we can through a cursory review. But again, we heavily rely on the engineer to certify that all requirements have been met for the project.) So you can submit the plans and specs and plans if you would would like, and we can do a cursory review to see if appears it's in order, but it's on the certifying engineer to ensure that all requirements are met. -Jason ------------ Jason T. The only exception is that the USGS Map should be sized at a sufficient scale to show the project area, and should approximately show the location of the sewer project that is being permitted. (we'll let you know if there's any other issues once we have a chance to do a more thorough review). Plans do not need to be submitted with the fast -track applications. We'll request them later if we need them for any reason after we do a more thorough review.
