So to my surprise the permanent impacts as they are listed on the PCN are correct and include the Rip Rap aprons, so I don't have to go back and ask for more stream credits. I have revised the PCN to show a 10ft temporary impact for "during construction" activities. I would think they could stay within 5 feet but this should cover them nicely. I have also revised the plans of the double culvert in the stream impact to show the inverts at difference elevations as you have requested. I have spoken to the headwall manufacturer, and they can provide precast headwalls with different elevations, so I won't have to deal with baffles or any of that. He pointed out to me that if you use head wall you may not be able to have the pipes at different elevations that you may have to build a baffle in the pipes ( see the DOT toolbox). But you can't per our GC change to plan and profile of the stream with the pipes (i.e. flatten it to a wider width than what is there, hence the use of a baffle). You need to tell me at both of the stream crossings the existing width of the channels.
